This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Quality Assurance (QA) Manager is responsible for all aspects MDTA and Maryland State Police (M Barrack) vehicle and equipment inspections. This includes reviewing the Preventative Maintenance report for compliance, and creating new inspection Planned Maintenance Systems for vehicles and equipment as manufacturers and technology change.

Duties of this position include, but are not limited to, the following:

  • Inspects new vehicle and equipment deliveries;

  • Inspects vehicle and equipment up-fits including radio installation;

  • Inspects vehicles and equipment that receives preventative maintenance at an MDTA facility auto shop for compliance;

  • Evaluates MDTA and MSP vehicles and equipment for replacement based on condition and repair history;

  • Perform MDTA winter inspections

  • Monitors parts usage at MDTA store rooms;

  • Conducts oil analysis on vehicles and equipment;

  • Orders up-fit materials and ensure quality and fit on the vehicle; and

  • Recommend changes to the program as needed.

The employee in this position will report directly to the Fleet Administrator. While performing the function of Fleet Quality Assurance Manager, the incumbent in this position may be required to lift up to 60 pounds and physically perform inspections, which include climbing on and crawling under equipment. This role will be exposed to hazards and dangers associated with an automotive repair facility, such as exhaust fumes, weather conditions, and noise levels.

The current vacancy is located in Baltimore, MD.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Five years of experience performing maintenance and/or repairs on diesel and gas vehicles, including the vehicle's electrical system. One year of this experience must have been in a lead worker or supervisory role.

The ideal candidate will possess the following:

  • Experience in inspecting winter equipment such as plow trucks with salt spreaders, loaders, and snow blowers

  • Experience in annual vehicle/equipment inspections for the Maryland Department of Transportation (MDOT) and the Department of Budget and Management (DBM)

Notes:

  1. Applicants may substitute additional documented and relevant experience repairing, servicing and maintaining automobiles, trucks, buses or comparable equipment on a year-for-year basis for the required education.

  2. Completion of an accredited training program for Heavy Equipment or Diesel Repair may be substituted for one and one-half years of the general experience. The accrediting body for the training program must be listed on the U.S. Department of Education’s Database of Accredited Postsecondary Institutions and Programs.

  3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted on a year-for-year basis for the required education and experience.

  4. Certification as a Technician by the National Institute for Automotive Service Excellence (ASE) can be substituted for two years of the required education. (The two years of experience used to qualify for ASE testing is considered an integral part of this substitution and cannot also be considered separately to meet Education or Experience Minimum Qualifications.)

  5. Certification as a Master Technician in one or more subject areas by the National Institute for Automotive Service Excellence (ASE) can be substituted for the required education.

Licenses & Certifications

Applicants must possess a Class B CDL driver's license valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
