This position is only open to anyone who meet the preferred qualifications listed below.
Nature of Work : The Director serves as one of the Chief Administrative Officer and Deputy Chief Administrative Officer’s senior leaders. This position directs and leads all aspects of the Office of Equal Opportunity to ensure that productive, cost-effective strategies and measures are developed, utilized, maintained, and (where possible) enhanced to consistently and successfully implement the Maryland State Highway Administration's civil rights program in accordance with federal and state laws. The Director develops, implements, and oversees strategic and tactical plans, in support of short and long-term SHA, MDOT, and Federal Highway Administration organizational and operational goals and objectives.
The Director serves as the agency's Fair Practices Officer, Americans with Disabilities Act (ADA) Coordinator, and the Minority Business Enterprise Liaison. This position is responsible for ensuring civil rights compliance within SHA, including all SHA locations and projects whether state or federally funded across the state. This position determines OEO office structure and staffing needs; directs the operation of MBE/DBE/VSBE programs, Title VI, Title VII, ADA accommodation/employment, ADA Right-of-Way, Procurement Review Group, diversity, as well as oversight of the civil rights components of the 1495/1270 Program Office; evaluates the performance of the OEO Division managers and subordinate staff; develops office and supportive services budgets on an annual basis; and approves/monitors budget expenditures to ensure the office is operating within budget allocation.
The Director corrects non-compliance in the various program areas and must, on a regular basis, report to various entities on compliance, or non-compliance, as well as program goals and program improvements as it pertains to MBE/DBE/VSBE, Title VI, Title VII, ADA Right-of-Way, Procurement Review Group, and diversity initiatives.
The Director is responsible for the preparation, and management of OEO's $1 + million annual budget, which includes federal dollars, used for civil rights supportive services programs. Additionally, the position is responsible for overseeing civil rights compliance on all SHA projects to ensure that project dollars totaling more than$ I billion annually are not jeopardized due to violations of either state or federal laws pertaining to the programs previously mentioned. The Director also oversees federally assisted projects with the Local Public Agencies (counties and municipalities) across the state and Baltimore City.

Qualifications
Preferred Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience in administrative or professional work ensuring compliance and monitoring federal/state laws and regulations in civil rights, including equal opportunity, fair practices and/or DBE/MBE programs in a program management and/or supervisory capacity.

The ideal candidate should possess the following:
• Excellent writing skills
• Excellent oral presentation skills to communicate directly with senior level management and state officials
• Good organizational and time management skills to efficiently manage the OEO staff of 25 to 30 employees, which includes eight (8) district professionals
• Excellent computer skills including knowledge of Microsoft Word, PowerPoint, Access and Excel
• Self-starter and able to work independently to ensure that the program areas under their responsibility are in full compliance with state and federal laws and regulations and SHA OEO procedures
Note: Additional experience as defined under the preferred qualifications may be substituted for the required education on a year-for-year basis.
