WorkSource Oregon Public Health Director in BAKER CITY, Oregon

Qualifications: * Bachelor\'s degree preferably in nursing, public health, environmental health or related field and five years progressively responsible work experience in a public health or community development position that demonstrates competencies in the foundation programs as defined by ORS 431.141 and ORS 431.131, which includes at least two years administrative experience OR a satisfactory equivalent combination of education, experience and training. * Maintain a valid driver\'s license or obtain within 90 days of hire date. * Thorough knowledge of principles, practices and techniques employed in areas of budget and fiscal management, program monitoring and evaluation, data collection and dissemination, community planning and resource development and human service delivery systems. Should also possess a solid understanding of county and state accounting and political systems and business law principles and federal, state, and local regulations governing human resources and social services, public meetings, and general organization/operational procedures. Thorough knowledge of public health theories, principles, practices, and procedures. Duties: * Prepares department budget, monitors fiscal expenditures, maintains standards of efficiency, ensures compliance with regulations. * Supervises and directs the work performance of all department employees, provides for development and training of staff. * Serves and acts in a confidential capacity; must maintain a high level of client confidentiality in accordance with HIPAA. * On a timely basis, informs County Commissioners of and assures compliance with state and/or county requirements for needs assessments, plan updates, fiscal and program reports, and special projects. Acts as an advocate for effective public health services. * Works closely with the Medical Officer of the county in the development of department goals and provision of direct public health services to county. * Represents the Health Department in the community. Promotes community awareness of and interest in strategic planning associated with healthy family supports and preventative and primary health care programs. Fosters and maintains cooperative and positive working relationships, encourages and facilitates networking and partnerships between Health Department staff and other community organizations. * Develops and implements appropriate RFP, collaborative contracting and other bidding processes to purchase services derived from coordinated, comprehensive planning and the public health improvement plan for Baker County. * Promotes and facilitates citizen participation in project and program development, provides leadership and focus for issue areas development. * Compiles and analyzes data and provides adequate information to assist community to make informed decisions. * Attend meetings, conferences, trainings and seminars as needed to stay current on new practices, laws, programs and other items of interest. * Oversees emergency preparedness activities relating to public health.
