Amentum Utilities Manager in Baghdad, Iraq

The Utilities Manager will be based at the Amentum site, Union III in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position is responsible for oversight and management of Vehicle Maintenance, Power Generation (Spot & Prime), Fuel Storage & Distribution Systems, Water Systems. This position reports to the Site Manager. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Responsible for maintaining a safe workplace and complying with all Program Environmental, Safety, Health and Quality Assurance Requirements.

  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Oversee Operation, calibration, diagnostics, troubleshooting, and repairs to all spot-power generation mechanical, electrical and pneumatic control systems, as well as vehicles and equipment in the fleet.

  • Oversee the daily, weekly, monthly, quarterly and annual preventive maintenance, condition monitoring, repair, installation and modernization of all power generation equipment on the compound, as well as vehicles and equipment in the fleet.

  • Oversee the operations of water treatment and fuel systems.

  • Report any malfunctions or lack of compliance with Statement of Work (SOW) to the Site Manager.

  • Perform scheduled and unscheduled inspections.

  • Assist in developing the SOW when requested, including diagrams and specifications, in compliance with Office of Safety and Health Administration (OSHA), DOS Safety, Health and Environmental Management (SHEM) and National Electric Code (NEC) standards, and British Standards.

  • Maintain effective, timely and respectful communication and interaction with other employees, managers, and supports other organizations.

  • Perform other administrative tasks including material ordering, inventory, and work scheduling.

  • Collect, analyze and summarize data for report preparation and submit written reports.

  • Be responsible for facility custodianship of work area and management of tools, equipment and spare parts.

  • Be able to take initiative to analyze a situation and to make frequent technical decisions based on specifications, safety and electrical codes.

  • Must be able to evaluate operational effectiveness and develop/maintain effective operational control mechanisms.

  • Performs other duties and special projects as assigned.

REQUIRED: Minimum Acceptable Experience Level:

  • Requires a minimum of five years of experience in operations and maintenance of facility spot-power generation with specific experience in the operation of stand-alone and spot-power generators.

  • Must have a minimum of (3) three years management experience overseeing large facility preventive maintenance programs supervising a workforce of (20) twenty or more personnel in an overseas setting.

Knowledge, Skills, and Abilities:

  • Knowledge of applicable U.S. Codes, British Standards and accepted trade practices is required.

  • Requires knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of vehicles/equipment, power generation, water treatment systems and fuel storage and distribution equipment.

  • Must have good organizational and communication skills with the ability to exercise sound judgment and make decisions independently.

  • Must have strong professional English communication skills, both oral and written.

  • Requires experience working with SOW, sub-contractors, budgets, estimating, working drawings and as-built drawings.

  • Knowledge of ALL principles and processes involved in operating and supporting power generation, transition, and distribution as well as water treatment functions and fuel storage and distribution operations at an overseas facility is required.

  • Knowledge of principles and processes for providing excellent customer services.

  • Must have the ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Cross-cultural sensitivity with an international perspective

  • Excellent organizational and time management skills are required.

  • Must have advanced computer skills, specifically in Microsoft Word and Excel.

  • Ability to become an active and functioning member of a team is required.

Education: A high school diploma or GED, technical school and/or certified generator school training is required.

Licenses and Certifications: Valid driver’s license from Home of Record.

Security Vetting: Already possess an active DoD or DoS Secret clearance or be able to obtain a favorable Secret clearance prior to being hired. Must maintain eligibility for the duration of the contract.

Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.

Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
