Work involves performing daily activities within the Strategic Mapping (StratMap) Program group to coordinate the input and analysis of geographic information. Develops accurate GIS datasets and other representations of data and expands the Texas Geographic Information Office (TxGIO) available data resources. Serves as the liaison between TxGIO and other state and government agencies to identify needs for TxGIO geographic information services. Serves as lead worker providing direction to others, guiding and training TxGIO interns during their tenure and assisting staff with GIS data problems, and solutions. Communicates with various federal, state, regional, and local governments through outreach to establish working relationships for data sharing and/or data exchange. Develops, updates and maintains statewide land parcel, address point, and boundary datasets. Works with the TxGIO staff to help develop data schemas to normalize land parcel, address point, and boundary datasets from multiple sources into a common structure/standard that benefits state users. Uses GIS technology to develop data and perform analytics required to quality assure products and make them ready for data distribution. Conducts research and analysis to ensure accurate use of data and to resolve conflicting information. Provides consulting services and technical assistance to staff, governmental agencies, community organizations, and the public as needed to support the TxGIO data products. Provides internal and external training as needed to help others understand how the data products are to be used and/or maintained. May train others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the TxGIO Strategic Mapping Department. Essential Job Functions Leads the acquisition and standardization of statewide land parcels, address points, and various boundaries for distribution from TxGIO. Advances the acquisition and production of statewide land parcels, address points, and boundaries through automation techniques. Tests, develops, analyzes, and manages projects for new geographic information systems datasets for use by the Texas GIS community and the public. Creates an prepares geospatial datasets for public distribution. Serves as liaison to other state and government agencies in Texas to assist in the advancement of GIS data and geo-enabling data through TxGIO geographic information services. Periodically reviews existing guidelines and specifications for the development and maintenance of statewide land parcels, address points, boundaries, and other datasets for maintaining normalized data products. Collaborates with TxGIO staff, the Texas GIS Solution Group, and other governmental partners through outreach to define new data goals, strategies, work processes, and procedures that may impact the development of land parcels, address points, and other datasets. Works with the StratMap Program Manager and Texas Geographic Information Officer to develop strategies for establishing working relationships with governmental entities to identify, define, and develop authoritative datasets. Works with the TWDB Data Officer, TWDB Data and GIS Committee, and the TxGIO Information Technology team on GIS data steward activities. Reviews TWDB GIS Data Governance compliance and best practices. Provides assistance to requests for geospatial data along with using GIS tools to maintain and manage land parcels, address points, boundaries, and other datasets. Coordinates with other TxGIO staff for clarifying customer needs and provides exceptional response and direct contact with customers. Presents at special events and conferences such as the Texas GIS Forum to promote the benefits and requirements of land parcels, address points and other datasets and to promote the StratMap Program and solicit needs for TxGIO GIS datasets. Provides consultative services to program staff, governmental agencies, community organizations, and the public on the needs and benefits of land parcels, address points, and other datasets. Organizes training and/or workshops as needed to promote the use and maintenance of land parcels, address points, and other datasets. Trains interns and other staff members in GIS, remote sensing, and data problems and solutions. Develops, updates, and maintains annually any formal work process documentation that outlines how data are created and maintained throughout the entire life cycle. Maintains a contact database with names and resources that have direct input to the development and maintenance of land parcels, address points, and boundaries. Performs complex mapping and GIS analysis of data products especially during emergency situations as determined by the StratMap Program Manager. Supports internal StratMap projects by providing QA/QC activities and developing residual products as required. Assists with StratMap statements of work and evaluation of bid proposals for the acquisition of data or services as required to ensure a fair and accurate selection of a qualified vendor. Provides support for TxGIO events. Collaborates with TxGIO web developers to develop and maintain TxGIO website content and material to support StratMap data layers and relevant information about data availability and acquisition news and other StratMap Program initiatives. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include attending mandatory training courses.
