About TTSTC The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTCs special-purpose entity status provides the Comptrollers office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state. General description Join the Texas Treasury Safekeeping Trust Company as a Trade Operations Specialist in the Settlement Custody Services (SCS) area. SCS area is part of the TTSTC, whose mission is to preserve and grow the States financial resources by competitively managing and investing them in a prudent, ethical, innovative, and cost-effective manner while focusing on client needs. Trade Operations Specialist performs advanced financial analysis work associated with the settlement and safekeeping of securities and wire transfers at the Federal Reserve Bank (FRB), Depository Trust Company (DTC) and other sub-custodian accounts in addition to settlement, corporate action processing and in-house safekeeping of physical securities certificates. Work involves utilization of various software programs; data entry and data verification; creation and distribution of reports within established timeframes; communications (both written and verbal); adherence to a high level of control functions established to mitigate operational risk. Work requires high accuracy, strict attention to detail and completion of tasks by specified deadlines. Work Hours Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Qualifications: Minimum Qualifications Graduation from an accredited college or university with a bachelors degree. Five years of experience required in at least 2 of the follo ing areas: o Trade Operations o Securities Transfer Operations o Funds Transfer Operations o Banking Preferred Qualifications Graduation from an accredited college or university with major coursework in accounting, banking, business, finance, economics, or related field. Experience in Investment Operations, Institutional Accounting Systems, Investment Accounting, Trading Systems, or Transfer Agent Operation. Substitutions One additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years). LICENSES / CERTIFICATIONS Certified Treasury Professional (CTP) and/or Certified Securities Operations Professional (CSOP) are preferred. SUMMARY OF PHYSICAL REQUIREMENTS Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. In this role you will Perform START and/or END OF DAY processes on Federal Reserve Bank (FRB) user interface systems. Retrieve and distribute reports from FRB user interface systems in a timely manner. Monitor the FRB cash balance in real-time, while ensuring that wire transfers and securities settlements occur as timely as possible while striving to prevent account overdrafts. Initiate or verify wire transfer and securities settlement transactions via the Trust Companys FRB, DTCC, and sub-custodian accounts. Monitor the DTCC cash balance and securities settlements in real-time while ensuring that transaction settlements occur as timely as possible. Verify and process OMGEO trade confirmations. Maintain daily workbooks and spreadsheets to provide accurate cash management results to the Trading Desk. Respond to DTCC problem situations in an expeditious manner. Procedures: Maintain accurate up-to-date written DTCC, Funds Transfer and Security Transfer procedures and process checklists, to adhere to an annual compliance procedure review. Review procedures written by other team members as needed. Within management-established time frames, deposit physical certificates to DTCC whenever TTSTC custodied certificates become eligible and take necessary action if corporate actions occur on certificates safe-kept in-house. Gather data, retrieve, and distribute throughout the day in a timely manner. Process corporate actions and initiate research requests at DTCC in a timely manner. Maintain institutional investment management industry awareness by pursuing relevant educational opportunities, applying knowledge to improve outcomes, and maintaining awareness of relevant current events.
