Training and Development Director

Texas Workforce Commission is looking for a dynamic and innovative leader for the agencys Training and Development Department.

On some days, the director will be required to work out of our headquarters just north of the Texas State Capitol in downtown Austin. Teleworking may be available on other days.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHO YOU ARE: - You must be an experienced member of management with in-depth knowledge of adult or professional education and who is adept at policy development and implementation. - You must have experience guiding teams of creative content developers and trainers, - You must also have the ability to optimize processes while looking for innovative new ways of delivering training to busy customers. You must be an expert networker looking for creative ideas from stakeholders within our agency and from outside of it.

WHAT YOU WILL DO: The Training and Development Director I will perform advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Manage the learning management system, and the TandD website.
  • Develop and advocate a culture of continuous learning throughout the Texas Workforce System (TWS) to attract and retain high quality employees and workforce development professionals.
  • Collaborate with TWS management to assess training needs, establish staff development strategies and identify best practices for improvement implementation.
  • Develop goals and objectives, develop related guidelines, policies, and procedures, and establish priorities and timelines.
  • Oversee the Department and its employees, directly and through team managers.
  • Assign work and monitor progress of assignments to ensure deadlines are met and that TandD's services are performed efficiently, effectively, and accurately.
  • Provide support for various agency conferences, forums, and events, including conducting workshops, group facilitation, moderating and operating exhibit booths.
  • Represent the agency at meetings, conferences, and events.
  • Prepare and oversee preparation of measures, reports, proposals, briefings, and legislative analyses.
  • Review and act on results of special investigations, internal audits, and research studies.
  • Occasional travel up to 10% (within the state of Texas).

YOU QUALIFY WITH: five years of full-time experience in the oversight and direction ofan agency program; or in strategic planning and policydevelopment and implementation, two years of which must havebeen in an administrative management or supervisory capacity. each year (30 semester hours) of education.

YOU ARE A GREAT FIT WITH: - Experience in curriculum development and delivery in adult or rofessional education. - Excellent written and verbal communication skills. - Experience overseeing a variety of training methods, such as in-person, remote, hybrid in person/remote, computer-based, video-based, and audio-based (e.g., podcast). - Process improvement certification and experience. - Experience in assessing risk and developing action plans.
