BRIEF POSITION SUMMARY Performs moderately complex (journey-level) managerial work administering the daily and long-term operations and activities of the Texas Military Departments (TMD) Public Affairs Office (PAO). Responsible for informational and educational work and oversight of the content team. Provides strategic communication work and multi-media expertise, assistance, and consultation to the State Public Affairs Officer, Senior Leaders, and state National Guard (NG) field offices in initiating and maintaining effective work ng relationships with the general public, specialized groups, the community and governmental entities using National Guard capabilities and services in support of state or federal homeland defense missions. Work also involves coordinating with remote teams across Army, Air and State Guard PAO personnel to conduct research, write, edit, and developinformational programs, documents, and materials for release to the public and for use by the agency, the public website and other agencies. Supervises the work of others. Reports to State Public Affairs Officer and works under general supervision, with limited latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Oversees the coordination and development/designing of complex correspondence, reports, studies, forms and documents. Manages the daily activities and leads team to plan, develop and execute (working with appropriate subject matter experts) communication plans (i.e. graphics/content) to promote and enhance understanding and acceptance of the National Guard's mission and facilitate the communication of complex information on new programs or special areas of emphasis. Develops and oversees the creation of alternative communication strategies that enable the NG to establish and maintain mutual understanding with the various public audiences. Oversees the coordination and collaboration of projects in order to develop illustrative, photographic, and digital content of public and command information products to be used agency wide. Works and leads remote Public Affairs personnel from Army, Air and State Guard to execute content across all TMD mediums, phone application, Dispatch magazine, social media sites and public website. Assists or leads in marketing programs to community and professional groups to coordinate, improve and stimulate interest in agency programs. Responsible for the coordination of regular content delivery to the web team for use on the various platforms (i.e. website, TMD TV, and TMD App). Develops and updates narrative for organizational brand, as needed. Ensures the personnel within the organization have access to examples of proper utilization of department seal across multiple platforms. Responsible for ensuring the Adjutant Generals brand and strategic vision is graphically portrayed in a cohesive and accurate manner. Oversees the content creation and development of the Dispatch Magazine, when produced. Provides technical expertise and advises the State Public Affairs Office and senior agency officials on the use of illustrative photographic, and digital content as it relates to public and command information. Assists and advises the strategic communication manager for the Adjutant General and coordinates messaging across all three components. Collaborates and supports other special and joint staff members regarding Public Affairs matters. Assists in the budget preparation for items relating to print and visual information products to ensure organizational products are properly procured. Assists in the technological coordination needed by the organization for media interviews and other video related issues (i.e. Skype, Tricaster, etc.) Monitors trends and analytics regularly as it relates content. Develops print and digital products as required by operational tempo. Responsible for ensuring products developed are promoted within the organization and various levels, to include the National Guard Bureau. May act as the Deputy Public Affairs Officer in the abs
