GENERAL DESCRIPTION The Deputy Director of Integrated Treatment will perform highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the agencys treatment programs and clinical services. Work involves coordinating statewide mental and behavioral health services, specialized treatment programming goals and objectives for the juvenile justice continuum; reviewing, implementing, and monitoring policies, guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating system wide treatment and program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others and serves as behavioral health authority. Reports to the Director of Integrated Treatment Services and serves as a strategic partner. Works closely and collaboratively with other department leaders. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week, be on-call, and travel upwards of 25% of the time. ESSENTIAL DUTIES Develops, establishes, implements and monitors goals, objectives, program proposals, operating policies, and guidelines consistent with the agency strategic plan; plans, develops, and approves schedules, priorities, and standards for achieving goals; and provides direction, guidance, and assistance with implementing plans and procedures. Works as liaison between county juvenile probation departments, other state agencies, and TJJD. Provides supervision, guidance, and assistance to managers of specialized treatment programs and other key division leaders. Provides direction, guidance, and assistance implementing and monitoring Texas model and specialized treatment programs and services consistent with the agency strategic plan and aligned with trauma informed initiatives. Works collaboratively with other state agencies to represent the needs of youth in the juvenile justice continuum and to ensure youth receive fully integrated support and programming. Provides guidance and assistance with techniques for evaluating and monitoring program activities and directs evaluation activities; and reviews evaluations and identifies the need to revise program area(s). Plans, develops, implements, coordinates, evaluates, and monitors compliance with related guidelines, procedures, policies, rules, regulations, and data tracking systems. Plans, develops, implements, monitors, enforces, and evaluates policies, standards, procedures, rules, regulations, and methods in accordance with state law; and oversees the implementation of related legislation and administrative code rule requirements. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees as needed. Plans, assigns, and supervises the work of others; and collaborates with the agencys juvenile justice training academy management in the identification of staff development and training needs. Assists in developing and reviewing related training curriculum. Assists the Director of Integrated Treatment with probation services staff and local juvenile probation departments to ensure the delivery of mental health treatment in a manner that maximizes capacity, resources, and effectiveness and ensures youth are provided with the best opportunities and resources to succeed. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Will be required to travel up to 25% of the time. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities. Qualifications: MINIMUM QUALIFICATIONS Masters degree plus eight (8) years of full-time wage-earning experience in providing treatment services. Five (5) years of the required experience must be in a supervisory/management position, which oversees, manages, or directs a program, operation, or organization.
