Job/Position DescriptionManager IIIPerforms advanced managerial work overseeing the daily operations of the Texas HIV Medication Program (THMP). Duties include development and implementation of strategic and tactical plans for delivery of medication and support services for persons living with HIV; development of goals and objectives; coordination of complex programmatic and administrative activities; development of programmatic guidelines, procedures, and policies. Prioritizes and provides guidance on special projects related to expanding and improving client mediation and services. Prepares information in response to requests; oversees development of grant applications and reports. Develops bill analyses during legislative sessions and interprets federal law and guidance for program application. Oversees the development of plans for the provision of THMP services. Maintains collaborations with grantees from other Parts of the Ryan White Program as well as other external and internal stakeholders. Assures the program has adequate capacity to collect and analyze program data including budget projections. Plans, assigns, supervises, and evaluates the work of Texas HIV Medication Program staff. Coordinates with the HIV Care and Medication Unit Director to ensure that programmatic needs are identified and met, programmatic issues are appropriately addressed and resolved, and that programmatic input is considered for critical management decisions. Represents the program at statewide and national meetings and on special workgroups and panels. The position is supervised by the HIV Care and Medication Unit Director and works with limited direction and with considerable latitude for the use of initiative and independent judgment. Essential Job Functions(25%) Oversees programs for delivery of federal and state funded HIV medication services including AIDS Drug Assistance Program (ADAP), State Pharmacy Assistance Program (SPAP) and the Texas Insurance Assistance Program (TIAP). Oversees the development and evaluation of systems to manage funds and oversees staff responsible for execution of these systems. Develops, implements, and evaluates all systems and policies for providing ADAP, SPAP and TIAP eligibility determination to ensure they meet state and federal guidelines. Oversees investigation of all complaints related to HIV Medication services. Represents the HIV Medication Program in strategic planning activities and meetings relating to the provision of services and systems capacity building. Develops administrative and program policies, procedures, guidelines, and standards. Oversees the development of programmatic rules in coordination with the Division, Section, and Unit. Oversees internal and external audits and special investigations relative to areas of responsibility, in coordination with the Unit and Section. Responds to suspense and other time-sensitive assignment in a timely manner. Represents the program on state and national workgroups and at local, state, and national meetings.(20%) Supervises assigned staff. Supervision includes planning, assigning, and overseeing the work of program staff, interviewing and selection; developing performance standards; ensuring appropriate orientation processes for new staff; conducting performance evaluations; ensuring the priority goals and objectives for each employee are met; providing performance counseling, mentoring and guidance and staff development opportunities.
