Director I (Property Casualty Regulatory Initiatives Assistant Director) This position performs advanced (senior-level) operational leadership and assists the Property and Casualty Division deputy commissioner, directors, and assistant directors in providing direction and guidance in strategic operations and planning in the Property and Casualty Division. Work involves planning and leading the execution of projects and specific operational initiatives of the division and offices, as applicable, subject to direction of division leadership. Work also involves assisting with strategic planning; establishing goals and objectives; developing policies; reviewing guidelines, procedures, rules and regulations; reviewing and analyzing substantive insurance issues; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Works closely with the deputy commissioner, directors, and assistant directors on regulatory issues facing the agency. Plans, assigns, and supervises the work of others through leading projects and operational initiatives. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position: Plans, develops, and leads the execution of projects and specific operational initiatives of the Property and Casualty Division. Examples include administrative rules, bulletins, data calls and compilation projects assigned to the division, topical research of filings and market information, and process improvement initiatives. Regularly reports to the Property and Casualty Division deputy commissioner and other division leadership as appropriate, regarding activities, accomplishments, performance, strategies, and issues related to the projects and initiatives. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees; testifies at hearings and legislative meetings; communicates with consumers, legislators, TDI employees, insurance industry representatives, and the public on matters pertaining to property and casualty insurance and to division and office activities. Provides advice to the deputy commissioner, directors, and assistant directors regarding leg slative, regulatory, and insurance issues in a wide range of property and casualty issues; collaborates with the deputy commissioner, directors, and assistant directors to develop and establish goals and objectives consistent with the agencys strategic plan; provides advice to the deputy commissioner, directors, and assistant directors regarding office activities, performance, strategies, and issues; and may help plan, develop, implement, coordinate, monitor, and evaluate policies and procedures. Writes and edits clear, concise, and correct documents; reviews and analyzes substantive insurance issues and provides detailed advice, analyses, and recommendations; collaborates with the deputy commissioner, directors, and assistant directors to provide high quality documents and information to upper management. Reviews current and proposed guidelines, procedures, rules, statutes, and regulations and provides comments, analysis, and direction; monitors compliance; assists the deputy commissioner, directors, and assistant directors with developing legislative recommendations, directing the implementation of legislation, and developing administrative rules. Assists the deputy commissioner, directors, and assistant directors in developing and implementing techniques for evaluating office activities, identifying opportunities for change, and implementing process improvements; prepares and reviews management and productivity reports and studies; may review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to help provide direction and guidance. Leads and participates in rule projects, working with attorneys and subject matter experts. Projects may include staff from various offices and divisions. Elements may include defining the scope of the rule, setting schedules, and drafting rule plans, briefing memos, rule text, proposals, and adoption orders. Keep management informed of issues, progress, and timelines. Plans, assigns, and supervises the work of others through leading projects and operational initiatives. Assists the deputy commissioner, directors, and assistant directors in development, review, and approval of budgets; assists in planning, developing, and approving schedules, priorities, and standards for achieving goals; assists in directing evaluation activities. Collaborates with management to ensure business continuity goals are met, including those for succession management. Performs other duties as assigned. Qualifications: This position requires: Graduation from an accredited four-year college or university. Five years of experience as an executive manager or project manager in the administration of business or government, a practicing attorney, or a certified public accountant, with two of those years of work experience in a field related to the assignment. Specific areas that would qualify as experience in the administration of business or government would be experience in demonstrating leadership, managing people and resources, managing projects, planning and coordinating functions, or directing the work of others.
