This position is a member of our Toxicology, Risk Assessment, and Research Division. Qualifications: KEY QUALIFICATIONS Experience using USAS and/or CAPPS. Experience in the development of a division or office operating budget. Experience in contract management. Experience with purchasing. HERES WHAT YOULL BE DOING... Facilitate budget, contract management, human resources, purchasing, and other coordination functions for the Toxicology, Risk Assessment and Research Division and the Executive Office of the Texas Commission on Environmental Quality (TCEQ). Prepare and analyze the Executive office and Toxicology budgets, including preparing, coordinating, and monitoring operating salary budgets, and Legislative Appropriation Requests (LARs). Analyze and review budget requests and issue within the office and division; develop, monitor, and plan the review of expenditures trends and provide recommendations for utilization of funds; coordinate quarterly encumbrance reports; and prepare and coordinate fund transfers and budget revisions. Develop and oversee the fiscal management of contracts and operating budgets for the office and division. Monitor and reconcile all expenses. Coordinate tracking of budgets, expenditures, and encumbrances to ensure accuracy of data, and coordinate communication of agency budget process, policies, procedures, and methodologies within the division. Coordinate budget procedures and prepare budget reports. Serve as lead on special projects related to budget and serve as backup liaison with the Division Budget Liaisons on the interpretation of budget policies and procedures. Serve as the division coordinator for all contracting management from conception to execution including providing guidance regarding contract administration, policies, and procedures. Monitor and oversee the monitoring of legal and regulatory requirements pertaining to contracting. Administer the billing process and eligibility monitoring functions for contract billing. Serve as the liaison to the divisions grant managers, the agencys grant coordinators, and the agencys grant management program. Oversee and complete the Toxicology, Risk Assessment, and Research Division procurement processes according to agency purchasing rules and practices. EDUCATION EXPERIENCE Graduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus two years of full-time experience in a professional or technical capacity involving budget preparation or analysis. OR Three years of full-time experience in auditing, accounting, budget preparation, financial management, statistical analysis; or other responsible analytical or professional work that provided a knowledge of programs, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements, organizational structure, and work processes of the organization. OR Registration as a Certified Public Accountant or a master's degree from an accredited college or university in public affairs, business administrat on, public administration, or a related field may be substituted for one year of the experience.
