DEPARTMENT OF STATE HEALTH SERVICES Staff Services Officer in Austin, Texas

Job/Position DescriptionThe Staff Services Officer performs executive level support to the Chief of Staff Division leaders, including the Center for External Relations and the Center for System Coordination and Innovation. This position is located in Austin, with a Monday through Friday from 8:00AM to 5:00PM work schedule. Primary Responsibilities:and#149; Provides guidance and direction on management activities and leads and/or advises on assignments, special projects, policies and procedures, and personnel matters. and#149; Represents the Division, as needed, to internal and external organizations and serves as a liaison for the Chief of Staff and collaborates with other program areas to complete essential job functions. and#149; Participates in a wide variety of assignments related to human resources, training, employee engagement, purchasing, IT coordination, and records and property management.This position will work closely with executives and their staff. Excellent communication skills and interpersonal skills are essential. Candidates must be flexible, dependable, and accountable to support division leaders and adjust to changing priorities. Much of the work performed is self-appointed and requires a high degree of professional independence, initiative, diplomacy, discretion, and tact. Essential Job Functions(40%) Oversees the workflow of assignments for the Division including distributing memoranda, facilitating meetings, preparing reports, addressing inquiries and formulating resolutions to complicated issues, responds to open records requests, and ensures action is taken on other time-sensitive items. Assigns and manages projects; reviews written materials and advises Division staff; develops policies, procedures, and guidelines; ensures compliance with applicable laws and regulations; monitors for compliance; and periodically evaluates for revisions. Responsible for informing and coordinating record retention policies and procedures for the Division.(35%) Plans and coordinates travel; manages Division purchasing; Serves as a liaison with IT and coordinates Division space needs, moves, and IT support/Telcom support where needed. Serves as the Division point of contact and provides HR support and assistance to senior management and section staff including consultations and guidance on highly sensitive and confidential personnel issues. Assists with hiring, interviewing, and completing the selection process on behalf of Division manages. Keeps abreast of Human Resources-related policy and procedures to ensure compliance with State and Federal regulations and provide assistance and guidance to management. (20%) Carries out special projects and provides back up support to other areas on the 7th floor as needed. Serves as the COOP coordinator for the division and ensures that Division information is up-to-date. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations. (COOP) activation.
