Job/Position DescriptionThe Staff Services Officer V performs advanced (senior-level) staff services work for the Laboratory Business Operations Unit within the Public Health Laboratory Division in the areas of human resources and employee relations. Works under the minimal supervision of the Employee Relations, Communications and Training Group Manager with extensive latitude for the use of initiative and independent judgment. This positionand#146;s assigned work location is in Austin, Texas. Partial telework is available for discussion.Primary Responsibilities:and#149; Provides consultation, guidance, support and training and on human resources activities and personnel matters. and#149; Participates in a variety of assignments related to employee relations and engagement, training, payroll support, records management and travel.and#149; Leads and/or advises on preparation of Division correspondence, assignments, special projects, policies and procedures.This position will work closely with directors and managers in the Division. Excellent communication skills and interpersonal skills are essential. Candidates must be flexible, dependable, and accountable to support management and adjust to changing priorities. Much of the work performed is self-appointed and requires a high degree of professional independence, initiative, diplomacy, discretion, and tact.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy.EJF 1. (45%) Provides advanced (senior-level) consultation, guidance, support, training and technical assistance to management and staff for highly sensitive and confidential human resources and personnel issues. This includes but is not limited to employment practices (equal employment opportunity, selection and placement, required training, standards of conduct, performance evaluations, corrective and disciplinary actions, separations, administrative complaints), benefits, leave and compensation. Maintains current knowledge of HHS HR Policy Manual and Guidance Handbook.EJF 2. (25%) Oversees the workflow of assignments for the Division. Delegates assignments, provides instructions, tracks responses, consolidates responses and ensures Division response and associated document(s) meet agency standards. Prepares reports (e.g., organizational charts, vacancy reports, contract workforce reports) as requested and in accordance with agency standards. Responds to open records requests and requests for information. Serves as Records Coordinator and is responsible for informing and coordinating record retention policies and procedures for the Division. Responds to requests from the HHS Records Management Office. Represents the Unit or Division in meetings, committees and workgroups as requested.EJF 3. (25%) Researches, interprets, and provides substantive policy analysis, consultative services and technical assistance to staff on HHSC and DSHS administrative policies and procedures. Adapts existing or creates new procedures/methods to meet operating needs and agency or legislative changes. Develops internal policies, procedures, training materials and job aids to promote and increase leadership aptitude in the Division. Serves as a back-up for Group membersand#146; activities as needed.EJF 4. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
