Job/Position DescriptionThis position serves as Senior Software Technical Analyst, performing highly advanced application architecture, design and analysis work for applications. Work involves overseeing the planning and analysis of user requirements, procedures, and problems to architect, design, implement, and manage/operate new software applications. This Systems Analyst position is part of the HHSC IT Public Health team and will be working to develop, implement, and support the expansion of the Texas HHS Microsoft 365 Power Platform. This position will perform Systems Analyst duties that will involve the following Power Platform areas: Process Automate, Data-verse, Integration of Power Apps with external services and products, Model-driven Apps, Canvas Apps, Power Pages, and more. Position is responsible for the development and implementation of Software Quality Assurance best practices and methodologies, Test Plans and Testing. Serves as the source person for software applications on Microsoft Power Platform answering questions and solving problems. Performs advanced analysis and troubleshooting of complex computer programming. Provides technical assistance to programming staff. May plan and assign the work of other technical staff. Train and mentor others, as needed. Responsible for providing technical/computer related expertise to assigned program area(s) of DSHS to maintain existing systems, develop new systems or enhancements to existing systems, and consult on computer related purchases and long-range computer related plans. Work involves analyzing all aspects of technical environments, coordinating with business customers and other IT areas (System Services, CTO, PMO, etc.), monitoring technical tasks to meet user requirements and developing technology acquisition plans to deliver the best product for customers. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required. Travel to other work locations may be required. Serve on interview boards to make selection recommendations of technical personnel. Essential Job FunctionsLead the overall support of the Public Health Power Platform ecosystem; architect and lead the migration to new technology platforms. Plan and lead collaboration with IT, CDC and Business SMEs to document the ecosystem routes and message paths. Provide user support for power platform workflows - including troubleshooting and issue management (logging, sequence / escalation, and resolution). Advise technical and informatics team members in the planning and analysis of user requirements, procedures, and issues encountered during architecture, design and implementing new software applications and in the improvement of existing applications. Investigate problems to identify the ideal solution in a timely manner. Assess the system to identify opportunities for technical improvement. Ensure that the development of system interfaces and workflows are in alignment with program work processes and business requirements.Notifies manager of workload problems. Perform troubleshooting and resolution of issues related with logging, sequence / escalation, and resolution. Prepares application specifications. Reviews and evaluate programming efforts by programmers in relation to program specifications and system requirements. Serves as the source person for Microsoft Power Platform questions and problems from less experienced co-workers.
