Job/Position DescriptionThis position can be filled statewide and may be eligible for telework up to four days a week.Program Specialist VII and#150; Starting Market Rate Salary $89,259.534.The position performs a wide range of highly advanced (senior-level) technical work calling for significant specialized expertise in long-term care and life safety code (LSC) requirements, including infection prevention and control (IPC), fire safety and building construction, and other long-term care (LTC) provider practices and requirements. It also performs highly advanced project coordination management and process improvement work. The position may serve as a project lead for complex projects that include subject matter experts (SME), including registered nurses, architects, engineers, social workers, dieticians, and other professions. The position develops a wide array of statewide guidance and oversees development of Long-term Care Regulation (LTCR) policy and rules governing care and safety among vulnerable LTC populations and providers, including: assisted living facilities; day and health services facilities; home and community-based services; home health and hospice agencies; intermediate care facilities; nursing facilities; prescribed pediatric extended care centers; and Texas home living. It establishes statewide guidance on investigations and surveys for LTC providers, and uses specialized knowledge to develop and consult on the development of policy, rules, training, and presentations for LTCR staff, and regulated providers and occupations. The position evaluates the work of other staff, works under minimal supervision, and has considerable latitude for use of initiative and independent judgement. It assesses the quality of statewide investigatory and survey work and uses this assessment to make recommendations for quality and process improvement, and new policy, rules, and presentations. This position prepares and delivers presentations for large internal and external audiences, including stakeholder meetings, conferences, and trainings on complex topics. It analyzes complex legislation, responds to elected officials, and testifies before the Texas Legislature upon request. Due to the complex nature of functions associated with this position, a higher-level skill set with deep specialized knowledge is needed.Essential Job FunctionsDevelops and oversees the development of policy, Texas Administrative Code rules, guidance documents, flowcharts, job aids, and handbooks related to implementing a statewide coordinated program for the prevention and control infectious disease outbreaks among LTC providers, fire safety and building construction, and other long-term care provider practices. These documents must take complex technical information, apply it in program-specific ways, and present it clearly to a variety of internal and external audiences. Develops, reviews, and delivers presentations to a variety of internal and external audiences. These presentations may be to large groups of external audiences, including at conferences, and also to internal audiences of HHSC program staff. The presentations must take complex, technical information, apply it to audience-specific needs, and present it clearly and professionally in many settings. Must represent the agency with the highest level of professionalism.
