We have an exciting opportunity for a Senior Analyst, Global Trade Licensing to support the Land & Air Defense Systems (LADS) – Product Support Global Trade team. This remote role will primarily support Product Support activities for multiple teams of Field Service Representatives (FSRs) and engineers that travel abroad to install, repair, and/or maintain various types of LADS equipment and systems used by the U.S. military performing critical missions in various international locations. Includes supporting other product/business areas.

The Product Support team plays a critical role in the successful execution of contracts and allows programs to remain compliant with the U.S. Government in all of our global business transactions. This opportunity provides exposure and visibility in the field of Global Trade operations and its strategic impact on global growth and success.

This position will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

This role has been deemed to be remote – work responsibilities will be done primarily off-site. While remote employees’ work is not regularly done on-site, there may be requirements to come on-site periodically. With this in mind, candidates should be located in or around one of Raytheon’s primary locations: Tucson, AZ; El Segundo, CA; Aurora, CO; Farmington, CT; North Boston, MA; McKinney, TX; Northern VA. Please note that role type assignments are not permanent and may change as position responsibilities change due to business needs or if you change positions.

What You Will Do

  • Draft International Traffic in Arms (ITAR) and Export Administration Regulation (EAR) export authorizations. Authorizations include Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), DSP-5s, DSP-73s, DSP-85s, Exemptions and Exceptions

  • Work with the Global Trade Manager and/or Empowered Official to develop export and import strategies to ensure FSR and product support activities are compliant with the ITAR, EAR, and Customs regulations. Will also include strategies to support international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles

  • Assist in the development of licensing plans and provide guidance for licensing strategy and program planning

  • Assist in the provision of consistent regulatory interpretations under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to FSR and program employees

  • Contribute to preparing, submitting, tracking, obtaining, and managing U.S. government-approved export and import authorizations.

  • Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services

  • Ensure review of the ‘scope of the effort’ with the applicable functions, stakeholders, and foreign parties prior to agreement or license submittal

  • Obtain signed agreements and other required documents from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable.

  • Provide status updates to the programs/stakeholders for awareness

  • Review approvals to ensure all FSR foreign travel, product support and program deliverables are authorized

  • Assist in the day-to-day management of agreements and licenses with oversight by Global Trade Manager, or Empowered Official, ensuring compliance for all activities under the agreements, licenses, and license exemptions/exceptions

  • Monitor authorizations for any changes effecting the authorizations and taking action upon knowledge of the change

  • Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions

  • Assist in the maintenance of applicable trade compliance records in accordance with regulatory requirements

  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls

  • Assist in identifying compliance concerns by identifying errors and areas requiring improvement and implementing corrective actions to resolve problems

  • Support management in investigating and resolving compliance matters, audits, and investigations

  • Apply international trade regulations to real-life situations to enable support for Field Service Representative (FSRs), product support operations and other programs/product areas engaged in international business activity

  • Assist in the development and delivery of training as required for employees engaged in FSR, product support and international business activities

    Qualifications You Must Have

    Education & Experience

  • Typically requires a University Degree and minimum 2 years prior relevant experience, or an Advanced Degree in a related field

  • Relevant experience: international business, auditing, compliance, legal/regulatory, contracts, or supply chain

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. Citizenship is required, as only U.S. citizens are eligible for a security clearance

    Qualifications We Prefer

  • Experience in the application of regulations (ITAR, EAR, Customs) in high-volume environments

  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA), permanent/temporary export license, and license exemption/ exception preparation and administration

  • Knowledge of Export Control Reform (ECR) and familiarization with Jurisdiction Classification Assessments

  • Knowledge of SNAP-R, OCR, DECCS, and/or SAP/GTS systems

  • Sincere interest in the field of Export / Import operations and its strategic impact on global success

  • Consistently exhibit a high degree of trustworthiness, reliability, and integrity

  • Strong time management, prioritization, and organizational skills to meet deadlines and achieve desired results

  • Excellent customer relation/interpersonal skills demonstrating ability to collaborate with multiple business functions and internal customers for success

The salary range for this role is 64,000 USD - 128,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
