Position Overview:The School Health and Related Services (SHARS) Coordinator performs consultative services and technical assistance work including planning, developing, and training related to SHARS implementation in school districts and open enrollment charter management organizations. The oversight of SHARS is a cooperative effort between the Health and Human Services Commission (HHSC) and TEA. Based on a memorandum of understanding with the HHSC, this position's primary responsibility is to coordinate and ensure alignment between SHARS and the requirements of the Individual with Disabilities Education Act (IDEA). Duties include onsite reviews, designing procedures to examine, investigate, and review records, and reviewing management practices of school districts and open enrollment charters to ensure legal compliance with state and federal laws, rules, and required policies and procedures. This position is the primary liaison between appropriate state agencies and school districts/open enrollment charters. The SHARS Coordinator will support other workstreams within the Office of Special Populations and Student Supports (OSPSS), including nonpublic and high-cost fund programs. The SHARS Coordinator reports to the Nonpublic, High-Cost Fund and SHARS Director within the Department of Special Populations General Supervision in the OSPSS. Travel for this role is anticipated to be up to 50% of full-time responsibilities. Flexible work location within the state of Texas may be considered for qualified candidates. Monitoring: Conducts reviews to ensure compliance with educational policies, procedures, statutes, and rules as they pertain to special education, including services reimbursed under SHARS; leads the development and implementation of LEA corrective actions related to SHARS findings; onsite re iews, design procedures to examine, investigate, and review records, and review management practices of school districts and open enrollment charters to ensure legal compliance with state and federal laws, rules, and required policies and procedures 2. Program Development: Prepares and reviews documentation and reports, interviews stakeholders, observes programs and decision-making processes to determine program effectiveness, analyses related to program and compliance review of LEAs in their implementation of state and federal special education requirements3. Agency/Interagency Collaboration: Effectively communicates with internal and external stakeholders relevant to IDEA-related elements of policy implementation; proactively coordinates with HHSC/appropriate state agencies to align across all relevant policy areas4. Technical Assistance and Professional Development: Serves as the subject matter expert for school districts, open enrollment charters, and providers to provide information on special education and IDEA rules and regulations as it pertains to SHARS; provides assistance, guidance and high-quality deliverables and training to school districts and open enrollment charters related to the development and implementation of SHARS, in partnership with HHSC5. Data Analysis and Reporting: Utilizes data-driven methodologies to assess and improve school district/charter compliance with SHARS-related policies and procedures.
