Job Description The Railroad Commission of Texas has direct oversight of over almost half a million miles of Intra-State pipelines. The Pipeline Safety Department in the Oversight and Safety Division is seeking one T4 Pipeline Permitting Compliance Analyst to perform routine to moderately complex compliance, technical, and professional administrative support in the Commissions statewide Pipeline Safety Program. Work involves reviewing applications submitted through the Pipeline Online Permitting System (POPS), composing operator announcements and correspondence; replying verbally and in writing to regulatory inquiries from the public and regulated industry; assisting with stakeholder educational outreach; and prioritizing assignments to meet workload performance standards. Work is performed under the general supervision of the Pipeline Safety Support Manager,with limited latitude for the use of initiative and independent judgment. Essential Job Duties Reviews and processes to completion a high volume of T4 pipeline permit applications submitted by pipeline operators. Provides administrative and technical assistance related to T4 Pipeline Permitting forthepublic, agency staff, and government and elected officials;answers questions and explainsTACregulations; and providesinformation regardingT4 application processing,policies, and procedures. Ensuresworkflowis maintainedtomeetperformance measures. Reply to compliance inquiries,by the public and the regulated community,verbally and in writing. Collect and organizepipeline permittingstatistical data. May train others. Maintains detailed updates to online databases. Completes web-based data collection, query, and analysis. Maintains high attention to detail while working on multiple reports and inquiries. Travel including overnight and/or weekends may be required for training purposes and to present educational materials to a regulated industry. Performs related work as assigned. Graduation from an accredited four-year college or university. Experience and education may be substituted for one another. Preferred Qualifications Experience inoil, gas, or pipelineregulatory functions. Knowledge of the Railroad Commission's rules, policies, and procedures. One year experience implementing technical and administrative procedures, rules, regulations, policies, and enforcement guidelines. Experience with public speaking/educational outreach Knowledge, Skills, and Abilities Ability to work effectively on a team. Ability to address issues/concerns in a professional manner. Ability to respond to high pressure situations and meet changing demands and timelines. Ability to learn regulations and standards. Proficient in the use of computer systems utilizing Microsoft Office Suite and database systems. Demonstrate excellent organizational, communication and writing skills. Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes. Knowledge and understanding of pipeline permitting regulations and best practices. Excellent organizational, communication and writing skills. Ability to effectively communicate regulatory information to a variety of audiences (verbal/written). Ability to prioritize workload or shifting priorities to ensure deadlines are met. Ability to address issues/concerns in a professional manner. Ability to maintain working relationships with internal/external stakeholders. Ability to organize, file, record, and retrieve information and data. Work Hours and Telework:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencys approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
