Job/Position DescriptionThe Program Specialist IV, under the direction of the Branch Director, leads complex technical projects, ensuring that business needs are effectively translated into optimized technical solutions. Additionally, the role involves advanced consultative and technical support, including developing and modifying workflows, overseeing user acceptance testing, and managing critical interoperability projects. Acting as a liaison between program staff and technical teams, the Program Specialist IV ensures efficient communication and the successful implementation of automated solutions to address complex program challenges. The responsibilities also include providing leadership in training, documentation, and reporting, as well as coordinating special projects and grant-related activities. Essential Job Functions(25%) 1. Strategic Business Analysis and Systems Evaluation: Leads the collection, analysis, and evaluation of the Birth Defects Epidemiology and Surveillance Branch's business and technical needs. Conducts comprehensive assessments of birth defects data, system processes, and technical requirements through task analysis, surveys, workshops, and other advanced methodologies. Provides leadership in reviewing and analyzing complex technical systems to assess efficiency and develop innovative, improved solutions. Evaluates user requirements and system processes to enhance automation and optimize operational workflows, ensuring alignment with strategic program goals. Plays a key role in overseeing multiple complex projects, ensuring adherence to timelines and deadlines.(25%) 2. Advanced Consultative and Technical Leadership: Serves as a key technical expert providing advanced consultative support, problem resolution, application testing, and technical documentation for critical systems. Translates complex business needs into specific technical and operational requirements, including the development and modification of sophisticated database reports using Java, XML, SQL, and other programming languages. As the lead for User Acceptance Testing (UAT), supervises the design and implementation of test scripts, evaluates code installations, and ensures the successful delivery of technical solutions. Oversees change management processes, ensuring timely responses to evolving business needs. Manages system settings, workflows, and user access, and coordinates system changes across multiple stakeholders. Assumes leadership in developing functional requirements and providing strategic guidance during the implementation of new or revised systems.(15%) 3. Leadership in Technical Team Management and Interoperability: Acts as the lead technical coordinator for the Program Prevention Specialists IV team, guiding the translation of business requirements into technical specifications. Leads the development of functional specifications and oversees the training of staff on new systems and processes. Coordinates team discussions, contributes to technical decision-making, and provides strategic direction on registry application concerns, system interoperability, and data management solutions (e.g., Snowflake, vital event training). Reviews documentation and deliverables produced by team members, ensuring high standards and alignment with program goals.
