HEALTH AND HUMAN SERVICES COMMISSION Messaging Administrator in Austin, Texas

Job/Position DescriptionMessaging AdministratorThe HHSC Messaging and Collaboration team is focused on providing electronic communication to the Texas Health and Human Services enterprise, totaling over 56,000 users, through the successful implementation of enterprise messaging applications and solutions. The team is responsible for designing, building and delivering enterprise solutions that enable mobile access to serve our customers, and the citizens of the state of Texas. This position is critical to the ongoing support of e-mail and collaboration services within HHS agencies. The selected administrator is expected to make key decisions on the architecture of Messaging and Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability. The administrator position requires expertise in support of running a highly available, secure and scalable environment. Position will require development and maintenance of automated scripts. Technologies will include, but not be limited to smart phones, collaboration tools (Microsoft Outlook, SharePoint, Teams), email security, archiving, encryption, business continuity, and integration of on-premise applications with Azure and Office 365. Works under minimal direction with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsPerform advance day-to-day administration, maintenance, and analyze existing system procedures, ensuring effectiveness of standards/policies and operational features/functions of the HHS Enterprise Messaging and Collaboration systems including management and monitoring of associated service and support contracts, service level agreements, and performance metrics. (20%)Review system plans for completeness and accuracy, plan, and schedule system implementations through analyzing data to aid in key decisions on the architecture of Messaging and Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability. (20%)Review, develop, and implement system plans for completeness and accuracy, plan and schedule system implementations, strategic and tactical plan across agency IT administrators and resource owners of Collaboration and Mobility technologies. Includes working closely with external vendors and professional services groups, as needed to resolve issues, upgrade, optimize or implement solutions. (20%)Oversee and/or conduct major studies regarding system usage, make recommendations for improvements, and determine system requirements in the development and implementation of email security controls with HHS Information Security Office, including SPAM mitigation strategies and remediation of security events such as phishing and malware attacks (15%)Serves as a point of escalation and support to the HHS agencies who participate and various help desks. Provides 24/7 on call support for the HHS Enterprise Messaging and Collaboration.
