Job/Position DescriptionManager IV supporting the HHSC Accounting Division with direct responsibilities to the Deputy Accounting Director for Operations Support and Oversight. Performs highly complex (senior-level) managerial work administering the daily operations and activities to oversee the activities of the Accounting Department job skill development team. Manager serves as the department point of contact for accounting training, responsible for the development and coordination of all centralized training deliverables, serves as lead for CAPPS Upgrade training, and manages training team members. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; and coordinating and evaluating business functions related to job skill development. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job Functionsand#149; Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. and#149; Manage a team conducting an in-person training delivery for the CFO Accounting Department and Peripheral Accounting payment processing staff that contains standardized documentation, presentations, and SharePoint pages. 25%and#149; Develop and organize curriculum and resources to support training requirements for the Accounting Department. Conduct research and coordination to meet identified training requirements. 25%and#149; Assist in the identification of training shortfalls requiring training attention through the review of critical audit finding, management input, and other identification methods. Develop training curriculum to eliminate shortfalls and gaps. 25%and#149; Supervise a centralized training SharePoint site for online resources containing training documentation and resources. Manage an ongoing training calendar and administer training on topics for current staff (refresher training/updated training) and new hire training. 20%and#149; Performs other duties as assigned. 5%Registrations, Licensure Requirements or CertificationsKnowledge Skills Abilitiesand#149; Ability to manage business activities, establish goals and objectives, devise solutions to administrative problems, as well as develop and evaluate administrative policies and procedures.and#149; Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.and#149; Ability to rapidly resolve complex problems using critical thinking and possess strong analytical and research skills.and#149; Ability to operate with minimal guidance and effectively resolve issues without supervision.and#149; Ability to effectively utilize digital programs to include state financial systems.and#149; Strong communication and interpersonal skills, ability to prepare reports, and supervise the work of others.Initial Screening Criteriaand#149; Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Experience and education may be substituted for one another on a one-to-one basis.
