HEALTH AND HUMAN SERVICES COMMISSION Manager III in Austin, Texas

Job/Position DescriptionManager IIIPosition is eligible for telework option. Salary falls at mid-rangePerforms complex (journey-level) managerial work administering the daily operations and activities of the Childrenand#146;s Mental Health Unitand#146;s programs within the Mental Health Policy, Programs, and Planning (MHPPP) division. The manager position reports to the Director of Childrenand#146;s and Adult Mental Health Services Unit and provides operational strategy, direction and support for all programs within the Childrenand#146;s Mental Health Services unit. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program area activities such as structured technical assistance, and oversight of contracted providers. This position is responsible for coordination of efforts related to contract development, development of rule projects and legislative implementation that impacts the Childrenand#146;s Mental Health Unit. This position leads, coaches, and manages a team of Program Specialists responsible for administrative oversight, technical assistance support, and quality assurance of various public mental health services, programs, and state and federal grants for Texas. Manager III represents the Health and Human Services Commission (HHSC) in coordinating agency activities and functions that foster collaboration and partnerships between HHSC and HHS-funded contractors including local mental health authorities, local behavioral health authorities, governmental entities, and non-profit organizations. Manager III works with partners and stakeholders to coordinate behavioral health programs throughout Texas to ensure effective and efficient planning and oversight of service delivery. Responsibilities for the manager include leading special projects; interpreting state and federal laws and regulations, department rules, and policy as they apply to program planning and policy development; overseeing the provision of organizational support and technical assistance; identifying and implementing best practices and establishing quality assurance measures for Childrenand#146;s Mental Health Services unit. Manager III position supervises and coaches staff members and is responsible for hiring and performing other human resource functions. This position is also responsible for coordinating internal and external presentations, providing assignments and supervision related to presentations, and ensuring that all presentations adhere to agency guidelines and requirements. The manager will oversee data collection, analysis, and will work in coordination with relevant state agencies and internal and external stakeholders. This position is responsible for ensuring that program specialists are monitoring, providing technical assistance and informing policy in regards to performance measures.
