Deputy Assistant Secretary for Finance Lead Systems & Procedures Analyst in Austin, Texas

Summary This position is in the Financial Payroll Service (FPS) of the Financial Services Center (FSC) in support of over 200 field stations with approximately 200,000 employees with a monthly payroll of over 3 billion dollars a month. The Lead, Systems and Procedures Analyst must have extensive knowledge of the workings of Veteran Affairs' (VA) payroll, Defense Finance and Accounting Service (DFAS), and Payroll Field Operations. Responsibilities This is a bargaining unit position. The initial application review for referral for this job announcement is 50 applications. Major Duties: Develop and deliver on the job training to staff in accordance with established procedures and practices. Evaluates complex systems on a continuing basis. Provides analysis and design, adaptation, or installation of automated financial systems. Analyzes and evaluates current and long-range plans for the financial management operations and prepares necessary recommendations. Resolves simple, informal complaints of employees and refers others to the supervisor. Estimates and reports on expected milestones for completion of tasks and assuring team member participation in both short term and long-term planning stages of team projects or tasks. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload. OR Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree ; or LL.M., if related. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
