WHO YOU ARE: Seeking a professional to provide purchasing support for Information Technology (IT) commodities and services. The ideal candidate will effectively organize, prioritize and manage multiple assignments and priorities, work effectively and independently in a dynamic environment, communicate in a professional and customer-focused manner, and collaborate with IT teams and business customers to accomplish work.
WHAT YOU WILL DO: The IT Purchaser is selected by and accountable to the IT Acquisitions Director with the approval of the Deputy Chief Information Officer (DCIO). Performs highly complex (senior-level) purchasing and procurement work. Performs purchasing work which involves purchasing commodities, equipment, and services in the open market or by contract. Provides customer support to the Agency and to vendors. Must be able to perform multiple tasks concurrently with a high degree of accuracy and attention to detail. May oversee the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Maintains a reliable, predictable work schedule. May be called upon to work outside of normal business hours to sustain operations or complete urgent assignments.
YOU WILL BE TRUSTED TO: -Oversee or initiate the purchase of IT goods and services using the most applicable and cost-effective purchasing methods in accordance with State procurement laws and established guidelines. -Process technology purchase requests through the procurement lifecycle. Review for completeness and compliance with applicable requirements. -Coordinate with the contract manager or product owner to verify invoices, process receipts, and reconcile outstanding encumbrances. -Compile and maintain various purchasing and procurement reports and records; coordinate the maintenance of files. -Oversee acquisition of recurring annual IT Purchase Order (PO) contracts for technology goods and services. -Collaborate with IT Budget Support to obtain or verify budget approval and develop an annual IT Budget Plan. -Assist with processing requisitions and purchase orders for the agency. -Assist in reviewing requisitions for completeness and processing purchase orders through the Workforce Reporting, Accounting, and Procurement System (WRAPS), by ordering merchandise, supplies, services, and equipment. -Perform purchasing and vendor research as necessary to ensure accuracy and to achieve cost savings for the agency. -Assist in preparing and processing annual renewals. -Track the status of requisitions and purchase orders. -Assist in processing receipts for purchases. -Assist in maintaining accurate and well-organized purchasing files and records. -Respond timely and accurately to inquiries pertaining to purchases and purchasing procedures. -Provide excellent customer service to both internal and external customers. -Communicate regularly with requesters, subject matter experts, vendors, and finance staff or resolve purchasing related issues. -Stay abreast of changes with State procurement laws and industry best practices. -May research vendors for products and services. -Perform other duties as assigned to maintain IT operations.
YOU ARE A GREAT FIT WITH: -Two years of experience with technology purchasing or procurement management, and contract ma agement in local, state or federal government. -Experience processing IT Staff Augmentation Contractor (ITSAC) solicitations is preferred. -Knowledge of applicable local, state, or federal rules, regulations and policies related to contract procurement administration and management. -Knowledge of procurement policies and procedures as defined in the Texas Procurement and Contract Management Guide. -Experience with Microsoft Windows and Office products: Outlook, Word, Excel, Visio and PowerPoint. Experience with SharePoint. -Ability to work independently while understanding the need for communicating and coordinating work efforts with others. -Ability to handle multiple priorities while meeting strict deadlines and make critical decisions. -Ability to analyze complex information and develop plans to address identified issues. -Strong leadership, communication, and organization skills with attention to detail. -Ability to work closely with cross-functional teams. Establish and maintain cooperative and constructive work relationships. -Formal Certified Texas Contract Developer (CTCD) certification. -Formal Certified Texas Contract Manager (CTCM) certification or must obtain CTCM certification within 6 months of being hired. -Both CTCD and CTCM certifications must be maintained throughout employment.
YOU QUALIFY WITH: - Two years of experience in the purchasing and procurement ofgoods and services. -Relevant academic credits may be applied toward experience qualifications for this position.
