Job/Position DescriptionPerforms work for the Chief Financial Officer Division, Provider Finance Department. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Provides technical guidance in the collection and management of data to support the development of payment rates. Work includes: maintaining and coordinating with contracts related to complex systems for collecting statistical and cost data; Designing and maintaining spreadsheets, large databases, procedures, data instruments, and data tracking systems; Providing training and technical guidance to agency staff and contracted providers on cost reporting systems, state statutes and regulations, and HHSC policies and procedures; Documenting and providing technical support of the cost reporting and tracking systems; and interfacing with diverse groups, including other agency staff, medical/provider associations, workgroups, client advocates, attorneys, state/federal auditors, audit managers and audit staff throughout the state, and interested parties regarding data collection and the rate-setting process. Performs other work as assigned or required to maintain and support the office and agency operations. Essential Job FunctionsInterfaces effectively and positively with diverse groups, including agency staff, providers, provider representatives, associations, advisory committees, work groups, client advocates, attorneys, state/federal auditors, and other interested parties. Prepares reports, makes presentations and identifies and recommends solutions to management and executive staff for resolution.Develops, modifies and maintains large databases and complex spreadsheets. Monitors data to safeguard integrity, provide ready accessibility, and file security through protected access, storage, backup, and retention. Evaluates, develops, modifies, and implements policies, procedures and standards to ensure data is accurate, appropriate, consistent, and available to meet established deadlines. Ensures compliance with agency rules, state and federal regulations, and agency methodologies. Identifies needed areas of change, proposes alternative strategies and recommendations for presentation to management.Maintains and works with contractors to modify complex systems to facilitate the accurate collection of statistical and cost data used in analysis to determine and support payment rates, including automated collection instruments, data processing systems and data tracking systems. Provides technical guidance and support. Performs analysis, performance monitoring, and needs assessments for determining requirements to design new or modify systems to ensure dependable accurate and up-to-date operations. Develops and maintains technical documentation and ensures consistency with state and agency rules. Monitors resource email box for external and internal inquiries; determines appropriate handling of inquiries in accordance with state and agency policies, procedures, rules, and statutes.
