This position is funded through August 31, 2025, with federal stimulus funds from the American Rescue Plan Act of 2021. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic. Position Overview: The Texas Education for Homeless Children and Youth (TEHCY) Program Specialist will serve as a part of the Highly Mobile and At-Risk Student (HMAR) Programs unit within the Department of Special Populations Programs in the Office of Special Populations and Monitoring (OSPM) at TEA. This unit is responsible for increasing awareness, and developing tools, resources and guidance to assist Texas schools with addressing highly mobile student groups, mitigating barriers to school transitions and promoting positive education outcomes for at-risk students. The TEHCY Program Specialist is a critical role, which performs advanced senior-level consultative and technical assistance work related to the Texas Education for Homeless Children and Youth Program and other program duties. In this role, you will assist with oversight and monitoring of McKinney-Vento grants, support the program with data collection and analysis, and develop program and grant resources and professional development resources, and other duties as assigned. You may perform other functions as assigned. 1. Supports Development and Implementation of McKinney-Vento Grant(s): Provides support for the development and monitoring of McKinney-Vento grant(s) and related activities; provides input into the development of grant program policies, procedures, and manuals; coordinates the collection, organization, analyses, and preparation of materials in response to requests for program information, including grant resources, reports, ESC consultations, etc.; assists with grant communications and supports, as needed.2. Development of Technical Assistance Resources: Creates professional development and technical assistance resources in collaboration with the McKinney-Vento State Coordinator to meet state and federal mandates and address unique training topics and the technical assistance needs of the TEHCY program and HMAR Division.3. Data collection and analysis: Assist with data collection, use and analysis to assess impact and drive pos tive outcomes across all projects and activities, for the TEHCY program and HMAR Unit. Conducts quality assurance reviews and evaluations of program and department goals.4. Program Support: Assists the MV State Coordinator with overall program implementation and ensures support for the day-to-day activities of the program including grant management, technical assistance, data use, stakeholder coordination, communication to the field, ESC consultation, scheduling, web-page updates, training development, and Division activities.5. Special Projects: Works collaboratively as an integral part of the HMAR Division; supports a wide range of activities and special projects including, but not limited to, HMAR unit meetings and presentations, development of specialized reports, analyzing legislation, developing and writing policy and practice guidance for HMAR students. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience in education, administration, school-leadership, services to homeless children and youth, non-profit management, or services and support initiatives for at-risk youth or other mobile student groups. Substitutions: An advanced degree may substitute for two years of required experience.
