As the contract manager, you will be pivotal in developing and optimizing contract management processes while handling essential IT contract management responsibilities. This includes drafting, reviewing, negotiating, and ensuring compliance for IT-related contracts. You will work closely with Senior Leadership and Subject Matter Experts to align contractual agreements with strategic goals and operational needs. We are seeking an experienced professional with a strong background in contract lifecycle management and IT procurement. Your expertise and initiative will be instrumental in building a structured, efficient, and compliant approach to contract management that supports a dynamic and innovative IT department at the Texas General Land Office. The Contract Administration Manager performs statewide advanced work for the Information Technology Services (ITS) division of the Texas General Land Office (GLO). Manges procurement-related events for ITS and Office of Information Security (OIS). Coordinates the development of solicitations, contracts and amendments and risk assessments; provides consultation to management in the review of contracts; develops contract administration policies and procedures and oversees, monitors, and coordinates project deliverable receipts, invoices, payment, and eligibility monitoring functions. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Telework Policy What Your Contributions to the GLO Will be: Manages ITS and OIS procurement-related events coordinating the development solicitations, contracts, and amendments, and coordinates risk assessments for contract monitoring and planning. Prepares the scope of work, specifications, and conditions for new TS and OIS project portfolio and service contracts; prepares contracts, renewals and amendments; leads negotiation strategies; and awards new contracts. Works with Contract Management and Office of General Counsel on all contract related matters. Serves as contract liaison between ITS and OIS management, vendors, other GLO departments, and other agencies. Provides consultation to management in the review of contracts in both technical and non-technical terms to ensure understanding of contract terms. Ensures participation alignment with program, legal, fiscal requirements, and agency guidelines. Performs a supporting role in the research, negotiation, and resolution of contract disputes. Develops contract administration policies and procedures, advises stakeholders on contract administration, and identifies and conducts training specific to procurement and contracting policies within the department. Identifies, evaluates, and collaborates on the continuous improvement of processes, procedures, and technology to increase efficiency and effectiveness of solicitations and contract administration. Authors and facilitates solicitations, serves as point of contact with bidders, responds to bidder questions, and reviews proposals and bids for suitability. Determines contract award timing, evaluates bids from contractors, develops bid evaluation scoring instruments, and coordinates the vendor selection process. Oversees, monitors, and coordinates project deliverable receipts, invoices, payments, and eligibility monitoring functions for contract invoices to determine compliance with contract terms. Evaluates expenditure data, and reviews fiscal expenditure reports for completeness and accuracy. Qualifications: Minimum Qualifications: Graduation from an accredited four-year college or university with major coursework in business, public administration, law, or a related field. Six years of experience developing and implementing procurement and contract management-related processes, participating in, and developing solicitations, managing procurement projects, interacting with business units and legal counsel, conducting vendor discussions, and developing and administering contracts. Preferred Qualifications: In-depth experience in and knowledge of information technology procurement and contract management/negotiations and its application in the public sector and all customer segments (e.g., state agency, universities, counties, cities, and independent school districts). Certified Texas Contract Developer (CTCD) Certified Texas Contract Manager (CTCM) Knowledge, Skills, and Abilities: Thorough understanding of negotiation strategies and contract administration for large-scope or complex contracts. Knowledge of State of Texas procurement, solicitation, and contract practices, procedures, guidelines, and system. Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product and services characteristics, and technical specifications. Ability to gather, assemble, correlate, and analyze facts and devise solutions to procurement and contract management challenges. Demonstrated skill in developing standard form contracts and selecting appropriate contract instruments for various acquisition strategies to encourage successful delivery and positive outcomes for the agency.
