The Texas General Land Office is seeking a Program Management Specialist II (Chief, CDR Initiatives) within the Community Development Revitalization (CDR) Department of the agency. Performs complex (journey-level) program management work supporting the Community Development and Revitalization executive team and federal grant programs. Identifies, assesses, proposes, and leads program improvements, projects, reports, and initiatives. Routinely assists other staff. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. What Your Contributions to the GLO Will be: Leads and/or manages initiatives supporting CDR programs, including identifying, initiating, planning, coordinating, and overseeing execution. Develops, implements, and documents processes for specific programs involving division or cross-functional teams focused on the delivery of new or existing programs, operations, or service offerings. Defines the CDR program life cycle by identifying purpose, objectives, timelines, and controls. Identifies program requirements and establishes methodology to measure the effectiveness of department initiatives; identifies gaps and proposes improvements or enhancements. Recommends, develops, and manages the development of program standards and tools. Facilitates and maintains relationships between internal and external stakeholders, vendors, and CDR executive management to achieve performance goals, contract compliance, customer satisfaction, and quality program delivery. Manages communications with stakeholders to ensure that they are appropriately informed of and aligned with program updates, changes, and risk. Develops in-depth technical and non-technical knowledge of CDR federal grant programs to identify and mitigate problems. Ensures that program decisions are made in accordance with HUD program requirements; other applicable rules, policies, and procedures; and the departments strategic objectives. Researches new assets and tools to be used by CDR, leading to improved business and management practices. Develops and provides reports on program and project status, and other requirements as needed by the CDR executive team. Qualifications: Minimum Qualifications: Three (3) or more years of experience in a governmental or business environment identifying, researching, and solving complex organizational problems. Experience and education may be substituted for one another. Experience in planning, analysis, management, organizational development, or projects and systems work. Extensive experience with Microsoft Office Suite (Word, Excel, Power Point, etc.) and similar software. Experience in Program Management. Preferred Qualifications: Graduation from an accredited four-year college or university, in a field relevant to the assignment, is generally preferred. Five (5) or more years of experience in a governmental or business environment identifying, researching, and solving complex organizational probl ms. Experience in program management in relevant areas of assignment. Certification in Lean Six Sigma, Certified Associate in Project Management (CAPM), a Project Management Professional (PMP), or a Program Management Professional (PgMP). Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
