Job/Position DescriptionFinancial Analyst IIIThe Financial Analyst III reports to the Director for Procurement Financial Services within the Procurement and Contracting Services Division and performs highly advanced (mid-level) financial analysis work related to various Health and Human Services Commission (HHSC) projects, including financial and budgetary projections for various projects and procurements. Performs other duties as assigned. The Financial Analyst III formulates, develops, analyzes, and evaluates financial business plans and financial models, oversees the preparation of financial reports; responds to inquiries and recommends appropriate action to resolve financial, procurement and regulatory problems. Work involves developing and administering financial processes and financial systems related to various types of projects and procurements; overseeing the compilation, review, analysis, and evaluation of financial data to project anticipated costs related to policy changes, legislative changes, and modifications to services and deliverables related to HHSC projects and/or procurements. Work also involves coordinating the planning, development and implementation of various budget and forecasting models related to projected costs for various HHSC projects and/or procurements; recommending appropriate action related to projected costs and/or procurement forecasting models with HHSC Fiscal budgetary staff; and assists with financial and price negotiation on major procurements. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job FunctionsProvides customer service excellence in alignment with the PCS Customer Service Principles. Assist with the development of financial systems, models and processes related to various HHS high-profile projects and procurements that comply with federal and state laws, regulations, policies, and procedures. Assist with the development and implementation of effective techniques for evaluating programs and various high-profile procurements, and for forecasting future state costs related to various HHS outsourcing projects; such techniques are, but not limited to, financial evaluation and solvency tools, financial requirements, and provisions. Assist with the development of financial policies and provisions for major HHS procurements and contracts considering existing or enacted state and federal laws, guidelines, rules and regulations. Assist with the development and integration of new cost accounting methods and procedures for solicitation projects. Assist with the development of financial requirements for Audits of thirds party Vendors, and the reconciliation of final negotiated recoupments. [40%] Coordinates the inspections and reviews of financial information related to various procurements to determine compliance with state and federal policies, regulations and HHSC procurement provisions. Oversees the preparation of administrative reports, studies, and specialized financial analysis. Oversees the completion of financial reports and recommends appropriate changes.
