**Job Description [The Environmental Protection Specialist is selected by and responsible to the Compliance Section Manager and performs advanced public health and safety work conducting inspections, assessments, and investigations to ensure compliance with the Mold remediators and Assessors laws and rules and identifies health and safety hazards and other issues that can affect the health of an environment. The Environmental Protection Specialist will also provide consultative services and technical assistance to program staff, agency staff, advisory board, governmental agencies, the industries, and the general public on all aspects of the Program. Duties include performing inspections and audits; rendering interpretations and opinions on statutes, rules, and regulations; preparing and disseminating administrative and technical materials; performing research; public outreach and training; and working with Department staff to establish and accomplish section objectives. The Environmental Protection Specialist works under minimal supervision with considerable latitude for the use of initiative and independent judgment. At least 75% travel is required.

Essential Duties **]{arial=""}

  • Oversees and conducts inspections, field surveys, assessments, or investigations to ensure compliance with applicable codes, laws, rules, and regulations for environmental programs including the Mold Remediators and Assessors program.
  • Oversees and evaluates the public health impact of activities related to air quality and coordinates with staff and other state, federal, and regulatory agencies, and various groups on environmental or public issues and design and monitor programs to address and mitigate identified issues.
  • Serves as an agency liaison to the general public, department staff, industry representatives, government officials, advisory groups, and other interested parties by explaining program statutory requirements and providing administrative and technical assistance.
  • Evaluates public and consumer health and safety impact of treatment locations and makes recommendations to the Compliance Section Manager on technical matters including requests for extension, approves variances on violations noted during inspections, and conducts follow-up inspections.
  • Prepares correspondence, compiles reviews and submits reports/records; oversees and evaluates program activities; and develops procedures to comply with applicable laws, codes, and standards.
  • Addresses technical and administrative inquiries associated with Mold Assessor and Remediators program and other industry related matters.
  • Participates in the development of presentations and assists with conducting training for Agency staff, stakeholders, and the regulated communities on matters related to the program.
  • May represent the department by presenting to the Mold Remediators and Assessors Advisory Board and when interacting with regulated industries, inspection agencies, state and local authorities to ensure compliance with applicable requirements.
  • Conducts research and providing technical recommendations as needed.
  • Establishes procedures on conducting incident/accident investigations, including establishing the priorities and methods of securing evidence.
  • Analyzes legislation and assists with the development of recommendations for policy and programmatic issues.
  • Plans, develops, recommends, monitors, and updates program guidelines, policies, and procedures as well as web content, program materials, and manuals.
  • Represents the agency regarding environmental or mold remediation and assessment issues.
  • Complies with division and/or agency training requirements.
  • Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
  • Demonstrates a spirit of teamwork offering positive and constructive ideas, encouragement, and support of staff and t ams.
  • Adheres to all Texas Department of Licensing and Regulation Personnel Policies and performs other duties required to maintain field operations.
