Develops and implements an asset management strategy for Texas bridges. Establishes eligibility criteria and oversees several funding programs, including the Highway Bridge Program, Bridge System Safety Program, and the Bridge Maintenance and Improvement Program. ,. Coordinates with Districts to prioritize, select, and implement bridge repair, rehabilitation, and replacement projects. Produces data, models, and reports in response to a wide variety of Administration, Commission, and Legislative requests. Supports the Bridge Inspection Program and oversees the federal submittal of bridge inspection data and cost analyses, and other Bridge Division initiatives. Negotiates and drafts agreements, and oversees consultant contract management. Coordinates preliminary bridge project planning, programming, and review of bridge layouts and Plans, Specifications, and Estimates (PSE). Serves as liaison between Districts and Bridge Division personnel on project deliverables. Reports to the Deputy Director, Bridge Division. Manages a group of professional and technical employees. Work requires contact with other governmental agencies at state and national levels. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties: Advises on complex matters regarding specification changes originating from updated design and construction parameters, laws, regulations, new products and new technology Coordinates with the Federal Highway Administration regarding oversight, policies, procedures, funding and eligibility of bridge replacement and rehabilitation projects.Keeps abreast of current bridge research, innovations, modifications, laws, regulations, policies and procedures.Negotiates and develops agreements with local entities and governmental agencies in conjunction with appropriate districts and divisions.Oversees the development of the bridge replacement and rehabilitation prioritization program.Oversees the review process for structural PSE and preliminary bridge layouts submitted by districts for applicable design requirements.Prepares reports and technical correspondence.Provides direction and guidance for statewide bridge planning and programming in support of TxDOT districts.Represents the Department at various meetings and serves on various Departmental, state, and national technical committees and work groups in matters pertaining to bridge field operations activities and issues.Reviews proposed federal and state legislation pertaining to bridge issues and makes recommendations.Performs other job responsibilities as assigned.
