Go to CAPPS Recruit to Sign In https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=en GENERAL DESCRIPTION: Perform advanced project management work to direct and accomplish the design, professional space planning, construction, renovation, lease, repair, maintenance, and operation of buildings, parking facilities and various other structures, ensuring compliance with all applicable statutes. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May plan, assign, and/or supervise the work of others. Work under general supervision, with moderate latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Manage and oversee activities related to construction, leasing, space planning, maintenance, operation, repair, renovation, and remodeling of agency facilities and ensure guidelines, codes, and standards are followed. 2. Develop, coordinate, and track assigned remodel, maintenance and/or repair projects from inception to completion, including tasks, resources, and priorities. 3. Manage modifications and enhancements including initiating, planning, executing, controlling, and closing assigned projects, subsidiary components, installation and removal of services (voice, data, utilities, etc.) to mitigate potential project risks and to meet requirements. 4. Develop timelines and work breakdown structures, schedules, resource/project/communications planning, project budgets, resource requirements, quality control, customer acceptance, and cost tracking. 5. Develop agency space management guidelines and standards; prepare requests for proposals specialized space requirements; and prepare floor, space, and/or furnishings (including modular furniture) schematics. 6. Oversee and assist all phases of projects including but not limited to reviewing design drawings, specifications, and conducting inspections. 7. Direct subcontractors and other vendors during renovation/remodels, maintenance, and repairs. 8. Monitor budgets and advise management with potential issues and present solutions to ensure project is completed within established project schedules and budgets. 9. Participate with external and internal purchasers in pre-bid and pre-construction conferences and developing/reviewing bid specifications. 10. Review material submittals and pay vouchers from vendors; and ensure all procurement paperwork from inception to completion is properly completed and timely remanded for payment. 11. Compile, archive, and distribute project information and reports. 12. Act as liaison and project m nager for internal and external customers. 13. May administer building leases; and oversee all contract issues. 14. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. 15. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university with major area of study in architecture, engineering (structural, mechanical, electrical, or civil), construction management, business or public administration, or a related field, preferred. Substitution Note: Project Management Professional (PMP) certification may substitute for one (1) year of the work experience requirement. Experience Minimum of four (4) years experience performing progressively complex full-time work experience performing project management functions preferably in commercial construction, renovation and/or maintenance of office or similar-use buildings. Lead or supervisory experience is a plus. Substitution Note: Experience of the type described may substitute for the educational requirement with one (1) year equal to thirty (30) semester hours. Licensure and/or Certification Valid driver license from state of residence. Project Management Professional Certification (PMP) a plus, but not required. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge of commercial construction and building maintenance; applicable safety and accreditation standards, electrical and plumbing codes, and statutory/regulatory (state, federal, and agency) rules, requirements, and procedures related to building construction and maintenance. Knowledge of ADA (Americans with Disabilities Act), Title II, Texas Accessibility Standards, Life Safety Code 101, Agency Design Standards, and energy conservation, and agency design and space management guidelines and standards. Project Management Knowledge - Knowledge of project management theories and practices applicable to mid- and large-scope projects; and ability to interpret local, state, and federal laws, regulations and guidelines relevant to the program. Considerable knowledge of construction project budgets; and of purchasing methods and procedures. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Technology (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook). Knowledge of Project Management and Facility/Maintenance Management Software. Sufficient knowledge of library, computer and empirical research methods and sources to obtain meaningful primary and secondary data regarding a variety of subjects.
