Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Receives open records requests and coordinates with legal counsel and other employees to gather appropriate records and/or respond in accordance with the Public Information Act. 2. Advise agency employees and work with legal counsel regarding the transfer of agency records to storage and the destruction of records in accordance with all applicable laws, policies, and procedures. Participate in the design and implementation of filing systems and filing procedures. 3. Process disposition logs and quarterly audits for Records Management. Review, and approve audits; conduct random audits agency wide to ensure compliance and follow up with noncompliant divisions. 4. Monitor the Records Management inbox and respond to queries, schedule training, and provide email updates and reminders to RMLs as needed about policy and statute changes; responsible for sending quarterly reminders; retention schedule amendment submission; and eligibility of destruction of boxes. 5. Audit and maintain the DPS Records Retention Schedule. Process requests for amendments to the Records Retention Schedule from RMLs as needed for submission to TSLAC. 6. Assist with changes to the DPS General Manual regarding Records Retention practices; serve as a resource to DPS Records Management Liaisons. 7. Assist divisions with making and requesting changes to policy manuals; process revision requests for approvals; incorporate approved manual revisions into updated documents; and publish on DPSnet. 8. Coordinate policy changes by divisional vote and assist with routine cycle reviews of chapters in the General Manual; ensure every chapter is reviewed on a regular cycle. 9. Facilitate trainings (video and/or in person) for records management practices, policy and statue requirements; create job aides to educate divisions on specific topics; schedules, emails, roles, etc. for use during training sessions. 10. Monitors and maintains the SharePoint Site; responsible for maintenance, updates, and additions/chang s. 11. Assist with agency storage on site at DPS (F5 Building/SharePoint Storage Log) and at State and Local Records Management (SLRM) Center (located off Shoal Creek). Works with divisions to coordinate all documentation for transfer of records for storage and/or archival. 12. Prepare dashboards, reports and summaries related to records management program. 13. Monitor the status of applicable legislation that impacts the division, assign legislative bill analysis and fiscal notes. 14. Perform other duties as assigned. 15. Attends work regularly and observes approved work hours following agency leave and attendance policies. 16. Performs other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university is preferred. Preferred major and/or study emphasis in Information Management. Experience Minimum of four (4) years experience with records and information management.Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures. Records Management - Knowledge of foundational records management theory and practice; records management laws, regulations, rules, policies and procedures; and principles and concepts of information governance and various phases of records and information management. Ability to research, analyze, and evaluate data and information to formulate conclusions and communicate guidance orally or in writing; to apply standardized information management strategies and procedures to unusual and/or critical situations. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and communicate effectively. Knowledge of information related to forensic analysis of evidentiary samples, the associated documentation, and laboratory-specific information management systems. Technology (computers/hardware/software/operating systems) Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), LIMS, Adobe Acrobat, and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. <
