Work involves performing compliance activities related to international standards, ensuring compliance with auditing and accreditation standards, and agency policies and procedures. May train others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Participate in quality assurance-related activities such as proficiency test administration, policy review and revision, validation review, document control, and training record review and management. 2. Acts as an advisor to Division personnel on quality related issues and provide assistance to ensure compliance with accreditation requirements. 3. Identifies and/or reviews non-conformances and reviews any associated corrective action plans. 4. Identifies opportunities for improvement in the quality system and recommends preventive actions using a risk-based approach. 5. Participate in records management for purposes of assessment, records release, and proper retention. 6. May provide guidance to advisory boards to facilitate developing procedures and training programs which meet accreditation requirements. 7. Evaluate compliance through participation in internal auditing activities and may participate in external auditing activities. 8. Develop and conduct staff training, as assigned, regarding new program policies and procedures are implemented relate to quality assurance. 9. Evaluate trends using data and metrics. Make recommendations to management for process improvements as needed. 10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 11. Performs related duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education - Graduation from an accredited four-year college or university with a Bachelor's degree. Bachelors degree in Criminal Justice, Forensic Science, or Physical Science is preferred. Experience Minimum of four (4) years work experience in advanced progressive technical work, progressively responsible supervisory work, or as a Quality Assurance Specialist or Quality Manager in an accredited forensic testing or calibration laboratory. Knowledge of instrumentation, methods, techniques, and controls used in an accredited forensic laboratory. Knowledge of auditing methods and system. Training and experience as an ISO/IEC 17025 assessor and/or QAS auditor is preferred. Experience with Qualtrax Compliance Software is preferred. Licensure and/or Certification - Must possess a valid driver license from state of residence. Regulatory knowledge Advanced or expert working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations orally and in writing to a variety of audiences and/or individuals. Must be able to understand and carry out oral and written instructions. Research and Comprehension Must demonstrate an advanced or expert ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail Ability to review the work of others, and evaluate documents for conformance, to review and analyze data and procedures, to provide objective determinations and recommendations that are consistent with accreditation standards. Must demonstrate an advanced or expert ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Problem Solving Must be able to identify problems, determine accurate and relevant information, and use skill in using logic and reasoning to evaluate/identify the strengths and weaknesses of alternative solutions and to make recommendations. Self-Management Must be able to set well-defined and realistic personal goals, display a high level of initiative, effort, and commitment towards completing assignments in a timely manner, work with minimal supervision, and demonstrate responsible behavior. Technology- (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and LIMS. Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
