HEALTH AND HUMAN SERVICES COMMISSION Director of Childrens Mental Health Services in Austin, Texas

Job/Position DescriptionDirector IIPerforms advanced (senior level) managerial work administering the daily operations and activities of the Childrenand#146;s Mental Health services and relevant programs within the Mental Health Programs (MHP) division. The Director of Childrenand#146;s Mental Health Services position reports to the Deputy Associate Commissioner (DAC) of the Childrenand#146;s Mental Health team. The Director II provides operational strategy, direction and support for all programs within the Childrenand#146;s Mental Health Services unit. Work involves establishing goals and objectives, developing guidelines and procedures, and establishing strategies and agency priorities and escalating any needed concerns to Childrenand#146;s Mental Health leadership. The Director II is responsible for oversight of a department with complex administrative functions and agency priorities that provide behavioral health services to children and families across Texas. The Director II is responsible for establishing priorities, and standards for achieving established goals, coordinating, and evaluating program area activities such as structured technical assistance, and oversight of contracted providers. This position is responsible for coordination of efforts related to contract development, development of rule projects and legislative implementation that impacts the Childrenand#146;s Mental Health Unit. This position leads, coaches, and manages a team of Program Specialists responsible for administrative oversight, technical assistance support, reviewing and approval of financial expenditures and budgets, and provides quality assurance of various public mental health services, programs, and state and federal grants for Texas. The Director II represents the Health and Human Services Commission (HHSC) in coordinating agency activities and functions that foster collaboration and partnerships between HHSC and HHS-funded contractors including local mental health authorities, local behavioral health authorities, governmental entities, and non-profit organizations. The Director II develops and implements techniques for program evaluation and identifies any gaps and needs to improve access to behavioral health services for children and families. The Director II works closely with partners and stakeholders to coordinate behavioral health programs throughout Texas to ensure effective and efficient planning and oversight of service delivery, as aligned with the agencyand#146;s strategic plan. Responsibilities for the Director II include leading special projects; interpreting state and federal laws and regulations, department rules, and policy as they apply to program planning and policy development; overseeing the provision of organizational support and technical assistance; identifying and implementing best practices and establishing quality assurance measures for Childrenand#146;s Mental Health Services unit. This position represents the agency at business meetings, hearings, trials, legislative sessions, conferences and at seminars, panels and other committees. The Director II supervises and coaches staff members and is responsible for hiring and performing other human resource functions. This position is also responsible for coordinating internal and external presentations, providing assignments and supervision related to presentations, and ensuring that all presentations adhere to agency guidelines and requirements.
