ICF Deputy Program Manager (Technical) in Austin, Texas

Description

ICF is seeking a Deputy Program Manager (Technical) with proven experience in State or Local Disaster Management to join our growing team! Successful team members perform tasks in a variety of areas geared to deliver exceptional client support. You will work with the client team, as well as ICF team members and sub-contractors, in a collaborative, fast-paced, and growing organization.

This role will require 80% onsite work in Austin, TX and candidates are required to live in commutable distance to Austin.**

Key Responsibilities:

  • Lead the delivery of disaster and emergency management technology solutions, ensuring alignment with federal requirements, operational needs, and mission objectives.

  • Manage multiple Agile teams deploying IT solutions for disaster response, crisis coordination, and emergency logistics management.

  • Oversee data integration and real-time analytics projects, ensuring agencies have access to accurate, actionable information for emergency decision-making.

  • Develop and execute project roadmaps that balance technical delivery, crisis operations, and stakeholder engagement.

  • Facilitate cross-agency collaboration, bringing together federal, state, and local emergency management teams to define requirements and refine workflows.

  • Provide thought leadership on process improvement and technology modernization for emergency response operations.

  • Ensure project scope, schedule, and budget align with disaster response funding models and federal procurement guidelines.

  • Manage subcontractor activities, ensuring third-party vendors align with emergency response timelines and IT performance benchmarks.

  • Communicate complex technical concepts to diverse audiences, including emergency response teams, IT developers, federal program managers, and policymakers.

  • Identify risks and vulnerabilities in disaster IT operations, proactively developing mitigation strategies to ensure system resilience and continuity of operations.

  • Support the development of emergency preparedness and response frameworks, integrating trauma-informed, client-centered approaches where applicable.

  • Lead high-stakes meetings with government officials, emergency management agencies, and technical teams to align project goals and resolve challenges.

Required Qualifications:

  • Bachelor’s degree from an accredited institution or program (STEM field preferred)

  • 10+ years of experience in IT project and program management, with a proven track record of leading large, multidisciplinary teams on complex government and public sector initiatives.

  • 5+ years of experience in state or local disaster management environment.

  • 5+ years of demonstrated experience in the following:

  • Leading multiple agile teams.

  • Performing cost/benefit and other appropriate analyses using quantitative and qualitative analytical methods.

  • Implementing new and emerging IT technologies and/or applications.

  • Working with customers to assess needs and problem resolution.

  • Effective oral communication to individuals and large groups solving complex problems.

  • Communication experience to include oral, written, and formal presentation skills

  • Must be within reasonable commuting distance of Austin, TX

  • US Citizenship or Green Card required (required by federal government for this position)

  • Ability to obtain and maintain a Public Trust

Preferred Qualifications:

  • Project Management Institute (PMI) Project Manager Professional Certification (PMP).

  • Experience managing federal IT projects supporting disaster response, emergency preparedness, or crisis management.

  • Familiarity with the operational needs of FEMA, DHS, HHS, or state/local emergency management agencies.

  • Proven ability to bridge the gap between technical solutions and operational emergency response needs, ensuring IT systems align with mission objectives.

  • Expertise in Agile project management, including SAFe, Scrum, or Kanban, with a track record of delivering IT solutions for emergency response coordination.

  • Competent understanding of project risk management, work planning, and team coordination in crisis-driven environments.

  • Knowledge of federal IT security requirements (e.g., FedRAMP, FISMA, NIST) and their application in emergency management technology solutions.

  • Excellent oral and written communication skills, particularly in client-facing interactions, ensuring technical solutions are clearly translated into operational benefits.

  • Experience with client development and stakeholder engagement, maintaining trusted relationships and identifying opportunities to introduce enhanced emergency response capabilities.

  • Skilled at working in a fast-paced, matrixed team environment, balancing shifting priorities and operational urgency.

  • Proven ability to work in high-pressure environments where real-time information and rapid decision-making are critical.

  • Extensive analytical and problem-solving skills, ensuring quick response to emerging challenges in disaster scenarios.

  • Detail-oriented and results-driven, ensuring accurate execution of project plans and high-quality delivery.

  • The ability to maintain an extremely high regard for sensitive information, ensuring compliance with security and confidentiality standards.

  • Experience with Major & Non-Major IT Investment business cases within the Capital Planning and Investment Control (CPIC) process for federal projects is a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$143,663.00 - $244,227.00
