Job/Position DescriptionThe Data Analyst V (Data Analyst Manager) reports to the Director of Operations with the Managed Care Utilization Review (MCUR) department. The Data Analyst Manager will be responsible for overseeing the day-to-day operations of the data analystsand#146; team, ensuring the accuracy, integrity, and efficiency of data-related processes. Performs highly complex (senior-level) data analysis and data research work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Guides the selection of data management tools and the development of standards, usage guidelines, and procedures for those tools. Defines, develops, and implements data and reporting standards. Develops data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement. Develops software applications or programming to use for statistical modeling, data analysis, and graphic analysis.MCUR offers flexible work arrangements, including a hybrid schedule for those in Austin, Texas, and remote work for candidates residing elsewhere in Texas. Note that candidates who qualify to work remotely will need to travel to the office as per business needs. Essential Job FunctionsInfrastructure Support: The Data Analyst Manager supervises, plans, directs, and monitors key functions relating to the day-to-day activities of a data analystsand#146; team, overseeing the development and implementation of databases, data collection systems, data analytics, and other strategies to optimize statistical efficiency and quality. Compile, query, and load data into databases from various source formats using SQL and other query languages, maintaining security protocols for data access, handling, and protection. Oversees the development and maintenance of tools tailored to capture essential data, enabling efficient oversight of Managed Care Organizations. (35%)Data Analysis and Reporting: The Data Analyst Manager leads the analysis of data sets, including monitoring and ensuring data quality, loading data into databases from various source formats, and automating data feeds for performance dashboards and reports. Develops scripts or code to extract, compile, and present data or models using SQL and other computer programming languages. Oversees the development and implementation of effective techniques and review methodologies for evaluating and monitoring the Medicaid Managed Care program, preparing comprehensive standard and ad hoc technical reports for internal and external stakeholders. Extract data from SharePoint and other sources for multiple report products, develop report mock-ups and drafts for discussion and approval, and ensure the accuracy of data included in reports. (20%)Data Quality/integrity: The Data Analyst Manager establishes and updates data quality metrics, recommending and implementing improvements to data quality associated with processes. Ensures data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data, coordinating with managed care organizations, state, and federal personnel to improve data quality.
