HEALTH AND HUMAN SERVICES COMMISSION Contract Specialist IV in Austin, Texas

Job/Position DescriptionUnder the supervision of the Contract Development Branch Manager of Substance Use Disorder Contract Management Unit, the Contract Specialist IV performs complex professional level consultative services and technical assistance work with substance abuse prevention, intervention, treatment, programs involving contract development and procurement. Work involves planning, developing, and providing technical assistance to pre-solicitation program descriptions, performance requirements, and development of amendments, open enrollments, and other solicitation methods to include: timelines for implementation, tracking reviews, scoring, and awarding programs. This position coordinates with Program Services Section staff, Procurement and Contract Services (PCS), and other agency staff. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed.Provides high-quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the contracting unit and program areas. Maintains contract files, data enters into contractor database and/or SharePoint, processes requisitions for client services contracts, and maintains centralized filing structure. Develops, coordinates and adheres to policies, procedures and guidelines for programs within the agency in relation to contract management. (20%)Provides advanced technical assistance related to contract development and procurements. Process assigned projects in accordance with Branch procedures, which include amendments and new government contracts. Performs contract quality assurance that includes reviewing contract data for completeness, appropriateness, discrepancies, and accuracy (20%)Generates and prepares reports for overall contract development, internal and external information requests, and prepares and distributes responses/feedback concerning contract status. (10%)Coordinates procurement-related activities such as kick-off and planning meetings, team briefings, and solicitation approvals. Reviews specifications that have been prepared for solicitations. (10%)Participates in contract negotiations and makes funding recommendations on contract renewals, budget adjustments and other modifications. (10%)Assists with development of bid evaluation instruments. May enter requisitions and perform other tasks in support of the unitand#146;s mission. Participates in special projects as assigned (20%)Performs other duties as assigned which include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
