Job/Position DescriptionProject Manager IV provides senior level project management for the construction of a new in-patient state hospital facility in Lubbock Texas and#150; Lubbock Psychiatric Center. The Project Manager IV communicates to HHSC Agency and Facility personnel and directs and supervises the work of private sector architects, engineers, construction contractors, project management firms, construction inspectors, estimators, and other specialists. This position works under the supervision of the Director of the Maintenance and Construction department with considerable latitude for the use of initiative and independent judgment. Essential Job Functions1. Acts as the Ownerand#146;s Representative for the development of the new Lubbock Psychiatric Center project. Prepares, establishes, and monitor project schedules for assigned projects. Responsible for all phases of the projectand#146;s life cycle, from design through construction, inspection, final completion, and closeout. (25%)2.Manage and direct services performed by the professional services providers. Manage services of supplemental professional services providers for the capital construction project. (25%)3.Oversee administration of construction contract. Reviews and approves change orders and determines construction levels to review and approve construction draws and milestone completions required to make payment to vendor. (25%)4.Assist in reviewing codes and departmental regulations to determine if design and constructed conditions comply with current requirements and determine solutions for compliance. (20%)5.Provide other technical services and special projects as requested. Assists the Department with other special tasks as assigned by the Director of Maintenance and Construction. (5%)Registrations, Licensure Requirements or CertificationsCertification as a Licensed Architect or a Professional Engineer by the State; or the ability to transfer an existing active license from another state within 6 months with same construction experience is preferred.Knowledge Skills AbilitiesKnowledge of project management theories and practice applicable to commercial construction projects; of systems and procedures to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken.Skill in project management monitoring; and in addressing changes in scope and budget and monitoring the schedule of the project.Ability to exercise sound judgement in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts and to communicate effectively and coordinate the work of others.Shows proficient skill in the use of personal computers and applicable programs, applications.Excellent communication and organizational skills with an ability to manage multiple simultaneous activities in a diverse and complex environment.Initial Screening Criteria1. Graduation from an accredited four-year college or university with major course work in construction management, architecture, engineering, or a field relevant to the assignment is required.
