HEALTH AND HUMAN SERVICES COMMISSION Compliance Analyst IV in Austin, Texas

Job/Position DescriptionThe Compliance Analyst IV position is selected by and responsible to the Director and Manager of the Provider Finance Department Local Funding. This role performs highly advanced senior-level compliance analysis work involving examining, evaluating, and monitoring records, programs, policies, documents, and/or contracts with the aim of monitoring the financing structures that underlie local funding utilized as the non-federal share of Medicaid supplemental and directed payment programs. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may provide input into the development and revision of policies, procedures, and rules.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Must be comfortable working on various projects including those with short-, mid-, and long-term goals and objectives.Works well with a team within specified schedules, priorities, and standards for achieving established goals.May support legislative-related inquiries and analyses. Analyze provider contracts, agreements, and related documents to identify potential conflicts regarding the permissibility of the non-federal share of Medicaid funds, in accordance with federal, state, and local law. Advises staff and the public on legal matters and the interpretation and application of agency regulations and state and federal laws.Researches points of law involved in the local funding of the non-federal share of Medicaid.Identifies potential areas of change and provides input on the development of alternative strategies and recommendations.Review, analyze, and interpret various types of contracts, to ensure compliance with Federal and State Statutes regarding local funding.Identify and assess potential risks associated with contracts and propose potential solutions.Serve as a point of contact for Local Funding staff regarding contract-related matters, reviewing drafted external communications, and ensuring timely responses to inquiries and issues.Work closely with internal departments, such as legal, finance, and operations on local funding issues.Prepare reports on risk exposure to inform department and agency leadership of potential issues.Provides high-quality customer service to external and internal customers by promptly responding to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the unit and program areas.Contribute to the development and improvement of Local Funding processes, tools, and policies to enhance efficiency and ensure compliance with Federal and State statutes regarding local funding.Coordinate and conduct training programs for Local Funding employees to raise awareness of compliance obligations and best review practices.Performs related work as assigned.Registrations, Licensure Requirements or Certificationsn/aKnowledge Skills AbilitiesKnowledge of the relevant federal and state rules and regulations; contract monitoring; and statistical concepts, methods, and models.Skill in conducting data searches and evaluating large amounts of data, in customer service, in preparing concise and accurate reports, and in the use of a computer and applicable software.Ability to identify problems, evaluate alternatives, and implement effective solutions; to maintain effective working relationships; https://jobshrportal.hhsc.state.tx.us/ENG/CareerPortal/job_profile.cfm?szOrderID=620039 Copy the URL in the preceding sentence to an Internet Explorer browser to apply to the job directly through the Texas Health and Human Services Career Portal.
