Job/Position DescriptionThe position answers calls placed to the Finance Division payment hotline. The position interacts routinely with purchasers, program staff, budget analysts, business managers, vendors and representatives from the Comptroller of Public Accounts, Texas Building and Procurement Commission, the Treasury Office, General Ledger and Legal departments. This position also will be helping out with the Hotline and provides statewide administrative support regarding inquiries and requests for information for two and three-way matched purchase orders placed on goods, services and capital assets processed by Health and Human Service Commissionand#146;s purchasers. This position will assist with Texas Identification Number (TIN) and Direct Deposit Program. The position evaluates the effectiveness of procedures and recommends streamlining alternatives. Essential Job FunctionsThis position is responsible for verifying that all necessary and required supporting documentation is available. Runs queries and analyze reports to determine corrective measures. May assist with providing unit expertise to other staff. Will help with Hotline and Texas Identification Number (TIN) program. Other duties as assigned. Obtains and documents detailed information from callers and correspondence appropriately. Registrations, Licensure Requirements or CertificationsKnowledge Skills AbilitiesSkill in operating a computer terminal. Ability to empathize with and provide encouragement to clients and their families. Ability to type information into an automated system while conversing with callers over the phone. Ability to wear headsets for phone access Knowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records and of automated accounting systems. Skill in establishing and maintaining effective working relationships. Skill in effective verbal and written communication. Ability to interpret and apply accounting theory to difficult or complex transactions. Ability to work accurately with numerical detail. Ability to analyze, consolidate, and interpret accounting data. Ability to work independently with limited supervision. Ability to communicate effectively verbally and in writing. Uses a variety of software applications including CAPPS, USAS, Excel, and Word to perform essential job functions. Ability to evaluate problems and develop alternative solutionsAbility to prioritize tasks and meet required deadlines. Answers questions from vendors, research problems and follow up as necessary. Help classify, sort, and distribute documents, reports and more. Initial Screening CriteriaGraduation from high school or equivalent. Have Accounting, auditing, bookkeeping, financial operations, banking or budget experience.
