Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks two highly qualified candidates to fill two Manager V positions. The positions hired under this requisition include:1.Long-Term Services and Supports (LTSS) Program Policy Manager. 2.Ancillary Medicaid Services and Behavioral Health (BH) Program Policy Manager.MCS is driven by its mission to deliver quality, cost-effective services to Texans. Each manager will perform highly advanced (senior level) managerial work overseeing program policy development and implementation activities; leading the teamand#146;s implementation of key legislative and other initiatives; supervising program policy subject matter experts; and interacting with external stakeholders, including advocates, contracted providers, and professional associations, to address program improvement initiatives ranging in scope and complexity. These managers will develop and maintain sufficient knowledge in the topics handled by their respective teams to support and manage their day-to-day work. Management will include assessing the strengths and needs of the staff on their teams and approaching supervision in a way that maximizes those strengths and facilitates growth and improvement. The Ancillary Medicaid Services and BH Program Policy Manager will oversee staff responsible for developing and implementing policy for Medicaid services including behavioral health (mental health and substance use) services, nonemergency medical transportation, hospice, and community-based intermediate care facilities for individuals with an intellectual disability or related conditions. The position will also oversee subject matter experts in Medicaid topics such as employment for individuals with disabilities, appeals and fair hearings policy, coordination of benefits, and Health Insurance Premium Payment (HIPP) program.The LTSS Policy Manager oversees rule and policy development and implementation for 1915(c) Medicaid waivers serving individuals with intellectual and developmental disabilities and children with complex medical needs.
