Core Responsibilities:

The Provider and Employee Engagement Manager will help the Department connect with and learn from health care providers delivering care to MaineCare members. The position will work to improve the experience of providers enrolled in MaineCare and to develop avenues for providers to inform changes to the MaineCare program. The position will support employee communications and engagement within OMS to help OMS foster a positive, supportive, inclusive workplace environment. This position will have regular interaction with varied internal and external partners such as Community Based Organizations (CBOs), the public, advocacy organizations, colleagues across OMS and the Department, and vendor partners. This position will manage and support a range of projects, including but not limited to:

• Supporting MaineCare teams to develop communication plans and engagement strategies for large projects and initiatives with a goal to keep OMS team members, providers, and other interested parties informed and to incorporate their feedback into OMS decision-making.

• With support from MaineCare subject matter experts, developing ongoing strategies for promoting partnerships with MaineCare providers to assist in solving problems and integrating provider feedback into internal OMS processes.

• Ensuring processes for communications development (e.g. writing, editing, disseminating) support consistency, quality, and clarity in all provider communications. Managing or supporting the development of any provider-facing documents including but not limited to working with subject matter experts to maintain provider-focused information on the OMS website, provider e-messages, and development of provider training and recruitment materials in partnership with the OMS Provider Relations team and vendor partners as needed.

• Strengthen internal knowledge-sharing strategies and standardization of practices, including overseeing updates to the OMS Intranet webpage.

• Scheduling and coordinating various skill-based and content-based trainings and other professional development opportunities for OMS team members.

• Drafting and delivering staff communications and engagement activities, including office-wide updates, all-staff meeting agendas, presentations, and newsletters.

• Participating in, and facilitating as appropriate, committees and advisory groups to support a culture of employee engagement and professional development, such as the Tell Me About It committee, the Employee Activities Committee, the Recognizing Strength in Diversity workgroup, and the Managers and Supervisors workgroup.

• Supervising one state employee and one contracted employee on the Communications team to ensure that work is appropriately assigned, prioritized, scheduled, and executed according to established workplans and deadlines.

• Managing or contribute to managing vendors who provide contracted services to OMS.

• Delivering or co-delivering presentations to internal and external stakeholders and committees, such as during MaineCare Advisory Committee meetings, internal staff meetings, and public forums, to support program communication, internal processes or soliciting feedback on OMS projects and initiatives.

Work is performed under limited supervision. Some in-state travel required. This is a hybrid position with the option to work remotely up to 3 days a week on a set schedule.

Minimum Qualifications:

Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a bachelor’s degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.

Preferred experience includes:

• Professional and/or clinical degree in healthcare or public administration, health or public health communications, nonprofit management, public health, social justice, social work, or other comparable fields are highly preferred.

• Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations

The background of well-qualified candidates will demonstrate the following competencies:

  1. The ability to organize and maintain complex information and to communicate such information to a non-technical audience.

  2. Excellent written and oral professional communication skills.

  3. Project management skills including the ability and motivation to effectively manage multiple long- and short-term projects, development and implementation of workplans, quality assurance processes, and communication strategies.

  4. Active listening skills, coalition building experience, and facilitation experience.

The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work, care for family, go to school, and participate in the community. OMS works collaboratively with other State agencies, the Legislature, the Office of the Governor, MaineCare members, health care providers, and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals, federal requirements, and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the state’s Medicaid program.

This position is part of the OMS Communications Team and will report to the OMS Associate Director of Strategic Planning and Communications. The Communications Team is involved with all aspects of OMS communications, from internal messaging to cross-office coordination and engagement activities with all interested parties. The Team works across OMS units and the Department to support and enhance the clarity and transparency of MaineCare, policies, programs, and operations.
