Chief Safety Officer - Maine CDC in Augusta, ME

  1. Overview

An overview of the work, briefly summarizing the job, the main purpose, the objectives, and the results expected.

The Chief Safety Officer is responsible for developing and implementing a comprehensive worker safety and health program for the Maine Center for Disease Control and Prevention (Maine CDC). The Chief Safety Officer will also perform the role of All-Hazards Safety Officer for agency emergency activation, in coordination with PHEP. The program will include policies that are applicable across the agency, in addition to policies that are applicable to specific programs. The participation of current staff will be an essential component in the development of the program. The program will include the identification and assessment of potential physical, chemical, biological, and radiological hazards and the selection and implementation of appropriate measures to prevent or control these hazards. The Chief Safety Officer will be responsible for the education and training of staff on health and safety measures and for complying with relevant health and safety regulations. The Chief Safety Officer will chair the Maine CDC Worker Health and Safety Committee and conduct periodic health and safety audits across Maine CDC facilities and in the field operations of Maine CDC staff. The Chief Safety Officer will update the safety and health policies, processes, and procedures as indicated. The Chief Safety Officer will supervise the Laboratory Safety Officer and ensure all necessary and appropriate safety protocols are in place and enforced.

Specific qualifications needed to perform the job including, necessary licenses, knowledge, skills, education, experience, training, and technical skills.

Comprehensive understanding of best practices for minimizing health and safety risks to employees and others.

Ability to communicate through formal written procedures and oral communication tailored to target audiences.

Ability to apply emergency and risk communication principles and techniques and to accurately explain information to others.

Ability to mitigate emergency events, coordinating with public safety, Maine DOL, DEP, EPA, etc.

Ability to respond to emergency events, including rare off-hour events.

Excellent ethical standards.

Willingness to continue education and training related to safety.

Education and Experience Requirements:

• Master’s degree in an occupational health and safety related field.

• At least 4 years of experience with increasing responsibilities for safety

• Ability to establish working relationships with diverse groups

• Must pass appropriate background checks

• Safety related certification or eligibility for certification is preferred.

  1. Duties and Deliverable (Outline of specific job duties)

Specific duties required of the resource, as well as any expected deliverables, including necessary travel expectations.

Provide consultative, professional, advice and expertise to Maine CDC Executive management, and provide supervision to the Laboratory Safety Officer.

Develop comprehensive safety policies, processes, and procedures as part of the safety program.

Be the subject matter expert (SME) for the Maine CDC in all matters related to worker health and safety.

Exercise independent judgement in recommending and implementing policy and protocol development.

Evaluate all Maine CDC workplaces for physical hazards and identify hazards to determine appropriate mitigation measures within the hierarchy of controls.

Make determinations of types and frequency of safety training.

Make determinations of safe work practices to control hazards.

Make determinations of best practices to align with all regulatory requirements.

Develop comprehensive safety policies, processes, and procedures as part of the safety program, seeking contributions and suggestions from current staff.

Hazard Identification and Control

Conduct periodic health and safety audits of Maine CDC facilities

Identify potential health, safety, and security hazards affecting each Maine CDC facility. Assuring correction of identified hazards though communication with the personnel responsible for the facility and development of appropriate policies, work practices and training for Maine CDC staff as indicated.

Identify potential health, and safety hazards affecting (including ergonomic hazards) staff in Maine CDC office spaces. Ensure correction of potential hazards. Develop policies, work practices and staff training to avoid recurrences.

Work with individual programs to identify and assess physical, chemical, biological, and radiological hazards potentially encountered by Maine CDC staff working in the field as either part of their day-to-day responsibilities or in their anticipated responsibilities in the case of a public health emergency response.

For those hazards which potentially affect more than one program in the Maine CDC, develop and implement agency wide programs, policies, work practices, and training to address these hazards and to achieve regulatory compliance.

Receive and respond to requests from individuals or groups of employees to address specific safety or health concerns in their workspaces. (eg., ergonomic concerns).

Describe employee education and training responsibilities.

Ensure that staff are familiar with the policies, processes and procedures contained in the safety and health program.

Ensure that staff are capable of recognizing and managing the hazards associated with their job responsibilities.

Encourage and facilitate staff reporting of safety concerns, new hazards, and near misses. without fear of retribution and with an option for anonymous reporting.

Ensure that staff are aware of the procedures for reporting of work-related injuries, illnesses and exposures and for obtaining timely medical treatment.

Provide or arrange for training required to comply with applicable OSHA standards, other regulatory standards, and relevant CDC guidance.

Coordinate with the Public Health Emergency Preparedness (PHEP)Training and Exercise Coordinator.

Keep records of staff education and training.

Ensure compliance with relevant OSHA standards and rules (as adopted by Maine DOL) and other regulatory requirements.

Ensure compliance with CDC guidance on immunizations and surveillance for staff with potential exposure to specific infectious agents (eg. Hepatitis B, tuberculosis).

Conduct or arrange for exposure monitoring as required by relevant standards.

Arrange for and keep track of medical surveillance exams and immunizations as required by applicable standards or recommended by CDC guidance.

Ensure that OSHA 300 log is maintained.

Create and Chair the Maine CDC Health and Safety Committee

Prepare de-identified injury, illness, and exposure reports for review.

Prepare employee reports of safety concerns, new hazards, and near misses for review.

Prepare audit results for review.

Solicit employee comments, reactions, suggestions, and recommendations in response to review of above.

Reach consensus on appropriate response to reviews.

Document plans for implementing training or procedural changes as a result of the committee’s discussion.

Circulate minutes of the meeting to all staff.

Ensure that recommended training or procedural changes have been implemented.

Summary of work schedule, including normal working hours, on-call expectations, allowed time off (which is non-billable), ability to work remote.

The work schedule is Monday through Friday, 8 to 4:30, with possible, limited, remote work permission

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
