Are you interested in an exciting work environment with new opportunities to help the State of Maine prepare for disasters each day? The Business Systems Administrator is responsible for acquisition, maintenance, usage, and training on the Agency’s key business systems – to include the state’s situational awareness platform, WebEOC, as well as the analog Federal Sage System for sending Emergency Alert Systems (EAS) alerts.

Primary responsibilities include:

  • Coordinates systems operation planning and evaluation, and redesigns systems projects in order to ensure current and new projects meet goals and objectives.

  • Analyzes user problems and agency operations in order to develop operational requirements for proposed or revised processes including cost and time estimates for future phases.

  • Ensures that the MEMA staff and key stakeholders are trained and capable of using WebEOC and other essential emergency management systems.

  • Proactively utilizes corrective action methods and techniques in order to refine and adapt necessary operational changes within systems.

  • Collects project data, maintains schedules, and considers budgets and resource information in order to ensure systems meet agency business needs.

  • Discusses change plans with stakeholders and identifies immediate impact on daily operations in order to assess and respond to potential problems.

  • Facilitates timely communications with program managers, outside contractors, and other stakeholders in order to discuss business problems, corrective action plans, and related organizational issues.

  • Tracks, coordinates, and facilitates agency projects, budget schedules, and directly related resource use in order to monitor and expedite improvements in agency business systems.

  • Reviews, analyzes, and designs systems training data and process performance; and identifies issues with business systems in order to plan and implement training programs with agency employees.

  • Identifies information system problems impacting program performance and coordinates these problems with vendors and/or IT personnel in order to integrate information system and program operation solutions on an ongoing basis.

  • Serves as MEMA’s Wireless Coordinator – assisting agency staff with cell phone set-up and other equipment.

Skills or knowledge required:

  • Ability to perform basic skills with WebEOC, advanced is preferred.

  • Ability to perform integration of information systems and program operation solutions

  • Ability to understand and apply applicable laws, rules, regulations, policies, procedures, paperwork, and terminology.

  • Ability to effectively resolve problems.

  • Ability to exercise good judgment in appraising situations and making decisions/recommendations.

  • Ability to communicate effectively, both verbally and in written correspondence.

Minimum qualifications:

A five (5) year combination of education, training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field.
