Auburn Housing Authority Development and Modernization Director in Auburn, Alabama

The Auburn Housing Authority (AHA) is a public housing authority. AHA is a quasi-governmental agency which is an organization that is backed by a branch of government that has a public mandate to provide a given service. AHA receives funding from the U.S. Department of Housing and Urban Development (HUD) to offer and/or provide affordable housing to low-income families. AHAs affiliate, the AHA Development LLC, owns and oversees 304 Rental Assistance Demonstration (RAD) project-based voucher (PBV) units (formerly known as public housing) in Auburn, AL. AHA also administers Section 8/tenant-based vouchers. Further, AHA manages the LaFayette (LHA) and Roanoke (RHA) Housing Authority. LHA has 102 RAD PBV units in LaFayette, AL, and RHA has 50 public housing units in Roanoke, AL. AHAs non-profit affiliate, Auburn Community Development Corporation, desires to expand affordable housing opportunities. Position Summary The primary purpose of this position is to manage the daily operations of the Development and Modernization Department for the Auburn Housing Authority (AHA) and its managed agencies (Agency). The incumbent oversees and directs development, modernization, and construction projects from conception to completion. Reviewing the project in-depth to schedule deliverables and cost estimates. Oversees all onsite and offsite construction projects to monitor compliance with building and safety regulations. The position supervises, directs, and coordinates the Development and Modernization team and/or contractors engaged in the construction and rehabilitation of residential units, community centers, office buildings, and public improvement projects, administers the 20-year Physical Condition Assessment (PCA) schedule, complies with the Capital Fund Program (CFP) requirements, and other capital projects. The incumbent must closely monitor work in progress, inspect completed work, and review associated documents. The incumbent must have knowledge and experience in managing and scheduling construction teams, complying with construction schedules and budgets, and other applicable requirements. The position ensures all inhabitable units are habitable in a timely manner and in accordance with policies, procedures, and/or directives. All activities must support the AHA and its managed agencies and affiliates missions, strategic goals, and objectives. Oversees and directs construction projects from conception to completion. Reviews the project in-depth to schedule deliverables and cost estimates. Oversees construction projects to monitor compliance with building and safety regulations. Reviews architectural and engineering drawings. 3. Manages the work of staff including assigning, planning, and reviewing work, evaluating work performance, completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, assisting in selecting new employees, training, acting on employee problems, review and approve timesheets and address discrepancies, and recommending and implementing discipline. 4. Inspects and evaluates the physical condition of housing units and properties and recommends project/work items. 5. Plans, organizes, and directs construction assignments. Ensures construction is compliant with all applicable, local, state, and federal regulatory requirements. 6. Develops a detailed project plan, defines the scope of the project, understands project risks, and assigns team members to specific tasks. 7. Manages department operations, including drafting scope of work for construction bids and quotes, prioritizing work, estimating costs, complying, and overseeing construction schedule, and assigning work to subordinate personnel. Requests special materials as necessary. 8. Ensures complies with contract and service agreement to include cost, terms, and scheduling. 9. Establishes realistic goals and timetables for various programs, projects, and areas of responsibility; monitors goal attainment; and identifies and resolves problems. 10. Maintains records and files and completes and processes paperwork; prepares required documentation; check-off sheets, report requisitions, catalogues, and other reports; follows departmental and HUD guidelines to document work. 11. Answers questions and assists staff and contractors when technical problems arise; inspects finished work; maintains records as required. 12. Monitors and enforces all safety regulations within the development, modernization, and construction environment. Ensures personnel are kept fully informed of all applicable safety procedures, operating procedures, and HUD, OSHA, HQS, UPCS, NSPIRE and other relevant policies and regulations. 13. Monitors all projects to ensure compliance with established laws, codes, ordinances, regulations, policies, and procedures. 14. Monitors and reviews daily work assignments of employees and contractors. Reviews completed projects and contractor work for accuracy, completeness, and compliance with established contracts, standards, and specifications. 15. Ensures that inhabitable units are habitable within the timeframe established. Plans and schedules daily work assignments for unit renovations. Conducts inspections of units to identify needs as required. Upon completion, ensures the property passes applicable inspection requirements. 16. Prepares a variety of narrative and statistical records, reports, and files related to projects, contractors, plans, and special activities. Drafts department policies and standards operating procedures, as needed. Coordinates modernization and construction activities and evaluates progress related to the Capital Fund Program (CFP) and 20-Year Physical Conditions Assessment (PCA) schedules, according to available budget. Conducts procurement process for services and materials and documents process as required. 18. Takes initiative to improve construction and modernizations operations and develop programs and procedures resulting in cost savings. 19. Establishes training program for personnel and oversees on-the-job training of employees, develops effective plans and procedures to improve operations, and ensures departmental performance is compliance with federal assessment programs. Assists in administering a construction apprenticeship/work-based learning program, if needed. 20. Develops bid solicitations, proposal documents and specifications, and scopes of work for bid proposals. Ensures materials are consistent with the policies and compliant with federal, state, and local procurement regulations and guidelines. 21. Monitors contractor progress and performance to ensure goods and services conform to the contract requirements. Reviews contract payments and terms. Recommends liquidated damages as appropriate based on contractor performance. 22. Assists in ordering and usage of materials, supplies, and equipment for department. 23. Organizes and directs manpower requirements of the department, general contractor, and subcontractors based on job requirements. Schedule manpower daily, weekly, and monthly.
