Commander, Navy Installations INTERDISCIPLINARY NON-MEDICAL CLINICAL COUNSELOR in Atsugi, Japan

Summary You will serve as an Interdisciplinary Non-Medical Clinical Counselor in the Family Readiness Division of US NAVAL AIR FACILITY ATSUGI. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below. Responsibilities You will provide short term, solution focused psychological counseling for individuals, couples, families, children/youth, and/or groups of people in crisis. You will initiate, develop, and facilitate group treatment programs to address the needs of families, such as marital groups, and child and adolescent groups. You will identify crisis situations, e.g., suicide or homicide risk, danger of physical or sexual abuse to family members, and increased risk of further family violence. Provides crisis intervention and safety planning as required. You will perform Family Advocacy Case Management duties, which includes receiving initial reports of suspected child/spouse abuse/interpersonal violence from military and civilian representatives and taking all steps required under the FAP. You will safety planning, case management, treatment, and education services related to child abuse and spouse abuse. You will participate in community liaison meetings to establish or strengthen relationships with other agencies serving the target population. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Demonstrating advanced knowledge of the CNIC FFSP and comprehensive knowledge of military lifestyles; 2) Applying laws, rules, regulations, policies, procedures, directives and instructions governing child and spouse abuse and family violence issues and professional knowledge of family violence dynamics to identify situations of family violence, conduct risk assessments and coordinate safety planning; 3) Working with family systems related to patterns of abusive behavior, abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency; 4) Skill in applying the Diagnostic and Statistical Manual of Mental Disorders to recognize, identify, and assess mental disorders and personal and social problems, reach accurate conclusions and provide appropriate solutions; and 5) Employing various evidence-based and trauma-informed counseling approaches, clinical treatment principles and practices, research methods, group dynamics, motivational interviewing, developmental psychology, and family systems therapy to counsel individuals, couples, families and groups. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: For the 0101 series: Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. For the 0180 series: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. For the 0185 series: Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.
