Summary This incumbent of this position serves as an IT Specialist (Systems Analysis) and could be assigned to any one of the key functional areas within the Air Traffic Voice Switch System Team, which are Systems Engineering; Software Engineering; Configuration Management; Hardware Engineering; and System Test and Evaluation. Responsibilities Our operational groups focus on the key daily mission of providing second level engineering support and serve as the Office of Primary Responsibility (OPR) for assigned commissioned National Airspace System (NAS) systems. Our services support the safety mission within the FAA Administrator’s Strategic Plans and Goals. Information technology includes computers, network components, peripheral equipment, software, firmware, services and related sources. Work in the Technical Category at this pay band is characterized by such assignments as: Collects, records and analyzes data/information: identifies problems and performs analysis. Plans and carries out projects for collecting detailed data or information from primary sources. Such projects are typically a part of a large and continuing program. Plans and analyzes data. May suggest data sources and prepare interpretive reports of limited scope. Characteristic information technology assignments in the Systems Administration specialization at this pay band include: Evaluates the feasibility of proposed new systems development projects involving the procurement of established applications. Consults with customers to refine functional requirements. Translates functional requirements into design specifications and determines best approaches for implementation within an established technical environment. Works with application developers to isolate and solve design problems encountered during testing and implementation stages. Duties will include: Serve as the technical point of contact for computer system architecture and system software organization to assist in the software development and cyber-security matters relating to in-service improvements, analysis, design, development, and implementation of system-wide software/firmware/hardware modifications; service life extension; and failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field. Applying operating system theory, data structures, computer system architecture, software engineering, configuration management, and computer communications for the development and evaluation of the operational readiness and/or supportability of NAS systems for deployment. Recommend solutions to improve/enhance cyber security, system performance, and lengthen service life by using a knowledge of techniques, procedures, and processes such as operating system theory, data structures, software engineering, and computer communications while ensuring the confidentiality, integrity, and availability of systems, networks, and data. Provides assistance to system users and other technical support staff on system functionality and support requirements. Informs Manager and Program/Project Lead of progress, unique problems/issues, and unresolved issues. Utilizes expertise relating to voice switching systems to maintain software baseline functionality, configuration consistency, and long term maintainability of NAS systems. Analyzes trends, identifies problems and impact to operations and continued compliance with regulatory requirements. Ensure activities are complete in accordance with the project scope and within the approved schedule and budget constraints. Create strategies for risk mitigation and contingency planning as well as plan and schedule project deliverables. Recommends additional components to improve overall system performance. Qualifications To qualify for this position at the FV-H (FG/GS 10-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience may include but is not limited to: experience applying operating system theory, data structures, computer system architecture, software engineering, configuration management, and computer communications for the development and evaluation of the operational readiness and/or supportability of NAS systems for deployment; Analyzes trends, identifies problems and impact to operations and continued compliance with regulatory requirements. AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. OR, Education substitution: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR, Combination Education and Experience: May be qualifying for this position. AND In addition to the above qualifications, the following has been determined to be Quality Ranking Factor (QRF). This means applicants who possess this factor are considered to be Well-Qualified. Quality Ranking Factor (QRF): Well-qualified candidates will demonstrate experience in software development and/or software configuration management relating to voice switching systems within their resume.
