The project will provide a tool and sensor baseline to support continual heuristic analysis of behaviors to identify anomalies by defining normal baselines of behavior and traffic patterns. HBA will also provide comprehensive visibility into data and traffic throughout the network. Successful implementation of this solution requires a leader who is familiar with VAs data, processes, policies, controls, infrastructure, and organizational landscape and who can oversee a phased, integrated, and detailed approach to deploying, tuning, and operating the HBA solution. 9th Way Insignia Solutions has an opening for a Program Manager to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of Information Security (OIS) on the Heuristic Behavior Analytics (HBA) implementation. This high-profile position serves as Insignias primary point of contact and leads the day-to-day deployment and operations and maintenance (OandM) of the HBA technical baseline, ensuring that the HBA technical scope is delivered within budget, schedule, and quality requirements. Professional Level The Program Manger position aligns as Level 4, Manager at 9th Way Insignia. A Level 4 Manager at 9th Way Insignia accomplishes department objectives by managing staff and processes and evaluating department activities. A Manager is responsible for planning, directing, and overseeing the operations and fiscal health of a unit, division, or department. Functional Job (LCAT) Information A Program Manager must have experience with diverse IT projects both large and small. Must be able to manage a portfolio of projects. Must be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices. Must be able to identify and mitigate risks to the program. Must be able to manage to cost, schedule and performance. Responsibilities:

Resource Allocation: Manage all company and contractor resources and supervise all staff in the performance of work on this contract. Allocate resources efficiently, balancing workloads and skill sets to optimize productivity and meet project milestones.

Communication: Establish a communication approach that provides effective, consistent, and clear communication to all key stakeholders such as the customer Contracting Officer (CO), Contracting Officers Representative (COR), project team, and other contract teams.

Ensure timely submission of contract deliverables such as monthly status reports and cumulative key performance indicator (KPI) reports.

Project Planning: Develop comprehensive project plans, including scope, goals, timelines, resources, and budget, in collaboration with cross-functional teams and stakeholders.

Team Leadership: Lead and manage multidisciplinary teams, including developers, data engineers, business analyst, and testers, fostering a collaborative and productive work environment.

Scope Management: Define project scope, track changes, and manage scope creep, ensuring that project deliverables remain within agreed-upon parameters.

Risk Management: Identify potential project risks, develop mitigation strategies, and proactively address issues to keep projects on track and minimize disruptions.

Quality Assurance: Oversee quality control pr cesses, ensuring that deliverables meet established quality standards and user expectations.

Documentation: Maintain thorough project documentation, including requirements, specifications, change logs, and other relevant records.

Stakeholder Engagement: Cultivate strong relationships with clients, users, and internal teams, understanding their needs and expectations to drive successful project outcomes.

Requirements:

Masters degree in computer science, information technology, project management, or related field.

15+ years of proven experience as a Program Manager in software development, with a strong track record of delivering projects on time.

10 years of additional relevant experience may be substituted for education.

Proficiency in project management methodologies, such as Agile, or Scrum.

Excellent leadership and interpersonal skills, with the ability to motivate and manage diverse teams.

Strong problem-solving abilities and a proactive approach to issue resolution.

Effective communication skills, both written and verbal, for conveying complex technical concepts to non-technical stakeholders.

Detail-oriented mindset with a focus on delivering high-quality results.

Familiarity with project management tools and software for scheduling, tracking, and collaboration.

Preferred/Desired: One or more of the following:

Project Management Professional (PMP)

Salary Range The salary range for this position is $101,188.85 - $145,000.00 9th Way Insignias range for this job level is a general guideline only and not a guarantee of compensation or salary.
